This is responsible administrative work involving the collecting and recording of municipal taxes, utility payments and other revenues. Work involves responsibility for collecting payments, keeping records of taxes and payments collected, balancing and reconciling collections and associated administrative and clerical tasks. Duties include preparing tax bills, preparing documents for collecting back taxes, assisting in the issuance of tax warrants or foreclosures and assisting in the collection of taxes and other revenue. This position also has the responsibility for making routine tax and revenue collection technical decisions. The work requires that the employee have good knowledge, skill and ability in every phase of tax and revenue collection procedures.
EXAMPLE OF DUTIES
Reviews computer-generated reports for delinquent accounts. Reviews computer and manual records to determine current status of those accounts and, if necessary, conducts “title searches” to ascertain the owner of particular property. Prepares and sends out tax demand letters to delinquent accounts. Interviews delinquent taxpayers, assists them in setting up payment schedules and maintains contact until matter or tax delinquency is resolved. Enforces “alias” tax warrants. Assists in planning tax and utility billing, receiving and recording activities. Assists in the computer or manual generation of tax bills, delinquent notices, revenue reports and other reports as assigned. Collects taxes and utility payments, makes change, prepares cash receipts, validates checks, and makes regular bank deposits. Confers with town officials, bank officials and taxpayers to provide information and assists in resolving problems and complaints. Assists in the maintenance of a variety of tax collection records and prepares forms and standard reports. Schedules and oversees work of office staff. Serves as tax collector in the absence of the tax collector. Performs related work as required.
