JOB SUMMARY:

Under the direct supervision of the Emergency Management Director or their designee, with assigned responsibilities within the Emergency Management Department; this position will be an integral part of the Emergency Management team and will primarily be responsible for development and revision of emergency plans as required by local, State, and/or Federal guidelines, coordinating operational and logistical services and resources prior to, during, and after emergencies and/or disasters.

ESSENTIAL JOB FUNCTIONS:

The following statements describe the principal functions of this job and its scope of responsibility, but should not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods or otherwise to balance the workload.

  • Develop plans, processes, and standard operating guidelines.
  • Manage volunteers and others as needed.
  • Inventory management of all Department resources and ensure operational readiness.
  • Coordinate the movement of materials, supplies, and products as required.
  • Review logistical functions and identify areas for improvement.
  • Support activities that include purchasing, transportation, inventorying, and warehousing.
  • Assist with the development and submission of grant applications and management of said grants.
  • Manage the County alert and notification program.
  • Manage the County hazardous materials site inspection program.
  • Conduct public awareness campaigns within the County on matters of family, business and personal protection prior to, during, and after emergencies and disasters.
  • Understand supervisor, organization, and stakeholder needs and how to meet them.
  • Assist with the development of exercises and delivery of training courses.
  • Deploy to areas around the state as necessary in accordance with the Statewide Mutual Aid Agreement.
  • Adhere to work schedule and attendance requirements.
  • Perform other duties as may be required.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Warehouse stocking or logistics experience preferred.
  • Excellent verbal and written communication skills.
  • Extremely organized with great attention to detail.
  • Ability to operate a forklift and other materials management equipment.
  • Ability to work under tight deadlines.
  • Ability to establish and maintain effective working relationships with associates, public officials, other county and state agencies, and the general public.
  • Ability to communicate clearly and concisely in writing and orally.
  • Ability to operate office equipment.
  • Ability to speak in public forum and/or answer requests for information from the public and become experienced in the areas of public relations.
  • Ability to self-manage once given a task, adapt to change, and act as a team player.
  • Ability to learn quickly and to creatively solve problems.
  • Knowledge in the implementation and supervision of the National Incident Management System (NIMS).
  • Knowledge of Emergency Operations Center (EOC) responsibilities and operations.
  • Ability to work with diverse computer equipment and have working knowledge computer software programs (MS Word, PowerPoint, Excel, etc.), as well as internet search functions.
  • Ability to delegate authority, plan, organize, and evaluate the work of support personnel and other personnel as assigned during emergencies.
  • Ability to be self-motivated and work within timelines and deadlines.

QUALIFICATIONS, TRAINING AND EXPERIENCE

  • Bachelor’s degree from a regionally accredited college or university in Business, Business Management, Public Administration, or an Emergency Services field

AND

  • Two (2) or more years of field work experience in an Emergency Services field

OR

  • Associate degree from a regionally accredited college, university, or vocational school in a related field

AND

  • Four (4) or more years of work experience in Emergency Services field
  • Valid driver’s license

Required Training:

· FEMA Professional Development Series Certificate

· IS 100 – Introduction to the Incident Command System

· IS 200 – Incident Command System for Single Resources and Initial Action Incidents

· IS 700 – National Incident Management System, An Introduction

· IS 800 – Introduction to the National Response Framework.

· IS 2200 – Basic EOC Functions

Preferred Training:

· G 141 Instructional Presentation and Evaluation Skills

· G 300 – Intermediate Incident Command System

· G 400 – Advanced Incident Command System

· G 2300 – Intermediate EOC Functions

Note: An equivalent combination of education and experience may be considered as determined by the hiring manager and/or HR Director.

  • Sit or stand for long periods of time.
  • Communicate effectively in person or by using telecommunications equipment.
  • Create documents, reports, etc., using a writing instrument (such as a pencil or pen) or computer.
  • Grasp, turn, and manipulate objects of varying size and weight, requiring fine motor skills and hand-eye coordination.
  • Move, lift, carry, and place objects weighing up to 50 pounds without assistance.

This position requires intermittent standing, walking, sitting, squatting, stretching, and bending throughout the workday. Work is performed mostly in an outdoor or warehouse environment, but time will be spent in an office setting where the noise level is usually quiet. Travel between locations to effectively address the business needs of the Department is required.

Candidate will be required to work long hours under adverse conditions during planned events or emergency and disaster operations.

Job Type: Full-time

Pay: $57,830.00 - $75,920.00 per year
