Administrative Clerk II - Collections (Clerk of Courts)

This position is responsible for monitoring all court cases which have monetary obligations owed to Walworth County.

SCHEDULE
Days: Monday - Friday
Work Hours: 8:00 a.m. - 4:30 p.m.
Hours Per Shift: 8
Shifts Per Pay Period: 10
Position FTE: 1.0

Interact with the public, in person and over the telephone; respond to public inquiries in a tactful and courteous manner; provide quality customer service.

Access, enter and retrieve data on specialized Circuit Court Automation Project (CCAP).

Set up payment plans for cases with monetary obligations.  Follow Policy Statement for collections.

Process bankruptcy notices filed with the Court.

Mail past due notices to defendants/litigants when past due on their payment plans.

Determine which cases should be turned over to a collection agency, Department of Revenue and/or Department of Transportation.

Work with collection agencies on recouping bad debt.

Receipt all mail payments and apply to existing assessments.

Print and revise "Due to be Released" reports. Check for monetary obligations to the county/state for prisoners who are about to be released from jail.

Print and review payment history reports.

Print and review Time Expired reports.

Review and interpret simple to complex court orders for accurate payments.

Prepare Satisfaction of Judgments when a Clerk of Circuit Court Judgment is fully satisfied.

Appoint Court Appointed Attorneys and prepare necessary paperwork regarding their court appointment.

Track cases for final orders for recouping all monetary obligations.

Track final billings from Court Appointed Attorneys and Guardians ad Litem and set up payment plans if required.  Make necessary adjustments on receipts receivable.

Assign dates for Excess Huber Funds on current inmates at the Huber dorm.

Set Probation Review Hearings for inmates being released from prison who have monetary court obligations due to the County/state.

Assist in the preparation of statistical statements, analyses, documents and reports; gather and organize data.

Provide back up to Collections Deputy Clerk and other areas in the department as needed.

Demonstrate a commitment to county safety and risk management efforts.

Education and/or Experience
High school diploma or equivalent competencies, and two to three years of relevant prior experience.  Proven experience in adding, subtracting, multiplying, and dividing all units of measure, using whole numbers, common fractions, and decimals.  Proven experience in computing rate, ratio, and percent and to draw and interpret bar graphs.  Previous experience working with legal terminology.

This position has authority to make decisions that are within detailed procedures and protocols and under close supervision.  These decisions directly impact performance in the job and/or work unit within the department and information is provided to other for their decision making.

In relation to established procedures, protocols and policies of the County, challenges of this position tend to be routine and primarily related to procedure and process issues.
