Starting Salary: $64,867.42. - $71,601.47 Depending on Experience

GENERAL DESCRIPTION OF POSITION:
DUTIES AND RESPONSIBILITIES: (“l” Indicates essential function)
- Preparing reports (e.g. quarterly state and federal payroll taxes, state labor reports, benefit, gross to net calculations, etc.) for the purpose of providing written support and/or conveying information.
- Distributes payroll and other documents for the purpose of providing documents in a timely manner.
- Compiles payroll information related to work assignments for the purpose of providing required documentation and/or processing information.
- Maintains a variety of payroll information, files and records for the purpose of ensuring the availability of documentation and compliance with established policies and regulatory guidelines.
- Monitors assigned payroll activities and/or components (e.g. leave time, work location, etc.) for the purpose of ensuring compliance with established financial, legal and/or administrative requirements.
- Reconciles payroll account balances for the purpose of maintaining accurate account balances and complying with established guidelines.
- Research discrepancies of payroll information and/or documentation (e.g. time sheets, leave time, etc.) for the purpose of ensuring accuracy and adherence to procedures prior to processing.
- Resolves discrepancies with payroll and/or benefit information and/or documentation (e.g. payroll, benefit provider/s, withholding versus W4, salary status, etc.) for the purpose of ensuring accuracy of records and employee payments.
- Responds to inquiries regarding payroll procedures (e.g. wage levies and garnishments, savings, contributions, direct deposits, etc.) for the purpose of providing necessary information for making decisions, assisting employees, taking appropriate action and/or complying with established fiscal guidelines.
- Assists with tracking and supervising employee timesheets for accuracy and timely completion, run reports for departments on staff time, and monitor employee time off accruals.
- Assists with annual reporting for employee benefits: ACA, 1099, Retirement, Workers Comp, Unemployment, etc.
- Responds to employment verifications and surveys as needed.
- Provide support to employees in various HR-related topics such as leaves and compensation and resolve any issues that may arise.
- Assist in development and implementation of human resource policies.
- Maintain employee files and records in electronic and paper form.
- Ensure compliance with labor regulations.
- Assist in various ongoing and ad-hoc projects or initiatives.

4. POSITION QUALIFICATIONS (KNOWEDLEGE, SKILLS, and ABILITIES):
- A bachelor’s degree preferred.
- One (1) to three (3) year’s professional HR experience, Payroll experience or equivalent combination of education and experience.
- PHR or SHRM-CP is preferred.
- Good knowledge of employment/labor laws.
- Ability to maintain confidentiality.
- Flexible, Positive and welcoming interpersonal and communication skills are essential.
- Must possess excellent interpersonal, organizational, communication (written and verbal), analytical and decision-making skills and be proficient in the use of Microsoft Word and Excel and can use other software.
5. PHYSICAL and MENTAL DEMANDS: These support the essential functions of the position.
- Must be able to lift, carry, stoop, and reach above their head, bend, and retrieve items weighing up to 25 pounds.
- Must have good balance and be able to climb ladders and use stools in working with files.
- Must be able to operate a computer.
- Must be able to sit or stand for a minimum of two hours at a time.
- Must have good (or corrected) vision for the ability to read documents and other information, including color definition, depth perception and field of vision.
- Must be able to hear and speak distinctly.
- Must be able to work independently and be adaptable
6. WORK ENVIRONMENT:
This position normally works in the County Administration Building, Monday – Friday, 8:00 AM – 4:30 PM. This position may require you to work evenings or weekends during busy periods.
