JOB TITLE:   County Engineer

DEPARTMENT: County Engineer, Ware County

JOB SUMMARY: This position is responsible for planning and directing building, road construction, and drainage projects for the county.

MAJOR DUTIES:

  • Coordinates the construction/repair of roads and drainage, approving construction pay requests, maintaining records of expenses, and maintaining communication with contractors, engineers, and state officials.
  • Interprets designs and operational plans for county construction projects.
  • Supervises the preparation of contracts for building maintenance projects, approves contractor pay requests, and coordinates and reviews the work of building contractors.
  • Provides collaboration and technical assistance to the Building Maintenance Superintendent.
  • Develops technical specifications for contracted projects, produces bid packages, reviews bids and proposals, and recommends packages to county management.
  • Reviews results of landfill monitoring reports for compliance.
  • Coordinates and inspects the work of subcontractors for road and drainage construction operations; assists design and consulting engineers with road and drainage projects.
  • Prepares correspondence, memoranda and reports on any project issues.
  • Represents the county at meetings related to building maintenance.
  • Provides technical assistance to other county departments on road paving, design and drainage issues.
  • Performs other related duties as assigned.

 

KNOWLEDGE REQUIRED BY THE POSITION:

  • Knowledge of the techniques, equipment and supplies used in civil engineering.
  • Knowledge of county policies and procedures, including purchasing procedures.
  • Knowledge of construction and contract management practices and techniques.
  • Skill in reading and interpreting maps and construction plans.
  • Skill in coordinating and supervising work processes.
  • Skill in developing and interpreting plans and specifications.
  • Skill in the use of a variety of heavy construction equipment and survey instruments.
  • Skill in oral, written and interpersonal communication.

SUPERVISORY CONTROLS: The County Manager assigns work in terms of goals and objectives. The employee manages work processes fairly independently. The work may be reviewed through reports for the nature and propriety of the final results.

GUIDELINES: Guidelines include construction and trade standards, state and federal environmental regulations, landfill operation processes, various building codes, state DOT specifications, and county policies and procedures. These guidelines require judgment, selection and interpretation in application. This position develops guidelines for construction projects.

COMPLEXITY: The work consists of varied planning, administrative and supervisory duties.

SCOPE AND EFFECT: The purpose of this position is to direct the operations of building and road construction and drainage projects for the county. Successful performance helps ensure the safe operation of county construction projects in compliance with state and federal regulations. Errors could result in the imposition of large daily regulatory fines for the county.

PERSONAL CONTACTS: Contacts are typically with other county employees, business owners, sales persons, the general public, and local, state and federal officials.

PURPOSE OF CONTACTS: Contacts are typically to exchange information, motivate personnel, negotiate matters, and resolve problems.

PHYSICAL DEMANDS: The work is typically performed with the employee sitting, standing, walking, bending, crouching, or stooping. The employee must occasionally lift light objects, climb ladders, use tools or equipment requiring a high degree of dexterity, and be able to distinguish between shades of color.

WORK ENVIRONMENT: The work is typically performed in an office and outdoors. The employee is exposed to noise, dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, irritating chemicals, and inclement weather. The use of protective devices such as masks, goggles or gloves is required.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  This position has direct supervision over the Project Inspector.

MINIMUM QUALIFICATIONS:

  • Knowledge and level of competency commonly associated with the completion of a bachelor’s degree in a course of study related to occupational field. Engineer stamp preferred.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the department as to properly supervise and coordinate department operations, usually interpreted to require three to five years of related experience.
