Overview
Warren County Housing Programs is seeking a part-time Housing Inspector to conduct on-site property inspections throughout Warren County.
The role plays a key part in maintaining safe, habitable housing for Housing Program participants while upholding regulatory requirements established by HUD. Warren County Housing Programs’ services assist low-to-moderate income families and individuals who may include homeless, elderly or disabled. The ideal candidate for this role should have prior building inspection or related experience, ability to physically perform inspections, and possess strong communication and organizational skills, as well as motivational qualities.
Expected hours: 16-20 per week, which can be scheduled in 4- or 8-hour shifts during the window of 8:30-4:30pm, Monday through Friday, enabling employee schedule flexibility.
Duties
The Housing Inspector conducts property inspections to ensure compliance with HUD standards for the Housing Choice Voucher program, as well as the Housing Rehabilitation Programs. The role notes deficiencies and documents these in accordance with program procedures, supporting safe, decent, and sanitary housing for program participants by identifying and addressing housing deficiencies.
The Inspector also serves as a field-based liaison between landlords, tenants, and the Housing Program to promote housing quality standards compliance and uphold program integrity.
Housing Choice Voucher Inspections:
- Performs site inspections of housing units occupied or planned for occupancy by Housing Choice Voucher holders, as well as follow-up inspections to verify completed repairs and confirm compliance.
- Assesses housing conditions in compliance with HUD regulations and safety standards, including Housing Quality Standards (HQS) and National Standards for the Physical Inspection of Real Estate (NSPIRE).
- Uses inspection software to document results, issue repair notices, and track corrective actions.
Rehabilitation Inspections
- Performs inspections of homes for consideration of rehabilitation work to meet health and safety code requirements.
- Advises Rehab Program Administrator of safety-related deficiencies.
- Provides interim and final inspections as needed and upon completion of work done.
General Duties
- Determines schedule and route for inspections with goal of achieving maximum efficiency.
- Navigates to properties and works independently in various field conditions.
- Communicates professionally with program staff, homeowners, landlords and tenants regarding deficiencies, deadlines, and follow-up requirements.
- Maintains accurate inspection records and meets required reporting timelines.
- Utilizes technology to record, upload, and manage inspection reports efficiently.
Skills
- Graduation from high school or possession of a GED and one (1) year of experience in building inspection, building repair, building maintenance, construction, construction inspection, and/or other work concerned with building structures and/or building repair; or Associate's degree, which may substitute related work experience if demonstrates the ability to perform the duties as described herein.
- Must possess a valid driver's licenseand be insurable under company plan.
- Successful candidates will be subject to satisfactory drug and criminal background screenings before hiring.
- Must possess or be willing to acquire at least one (1) of the following certifications when hired: HQS Inspector Certification, UPCS Inspector Certification. Training will be paid, provided at Warren County Housing Program’s expense and take approximately 2-3 days
- Physical requirements: Must have the ability to walk up to 2-3 miles per day, bend and stoop, climb 2-3 flight of stairs, lift and carry up to 25 lbs, and make observations in all levels of lighting.
