GENERAL DEFINITION OF WORK: Performs difficult protective service and responsible administrative work assisting with the supervision of activities of the County Detention Center; does related work as required. Work is performed under the general supervision of the Detention Center Administrator. Supervision is exercised over a large group of subordinate personnel.ESSENTIAL FUNCTIONS/TYPICAL TASKS: Assisting with planning and supervising jail operations and staff; booking and releasing inmates; directly supervising the work of detention officers and jail staff; coordinating transportation and records preparation and maintenance.(These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.)Assists with the planning, organizing and implementation of all operations and programs at the County Detention facility.Assists with revision and amending standard operating procedures.Assists with development and revision of policy and procedures.Performs court intake.Manages inmate grievance program and provides responses.Manages inmate classification and housing; audits inmate records.Performs facility needs assessments and makes recommendations for purchases.Coordinates inmate transportation to DOC and other jails.Manages distribution of inmate canteen items.Performs all duties of detention officer when needed.Manages employee schedules and approve/denied leave requests.Trains employees; completes employee performance appraisals, time reports and leave reports.Makes recommendations for employee discipline.Originates memorandums and directives to staff.Assists with budget tracking spreadsheets, inmate reports, billing and payment processing and processing inmate funds and canteen purchases.Performs related tasks as required.KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of the principles, practices and methods of modern penology and criminology; some knowledge of the operations of the criminal justice system; general knowledge of individual and group behavior in an institutional setting; thorough knowledge of the laws applicable to correctional operations; ability to solve problems within scope of responsibility; ability to establish and maintain effective working relationships with other employees and officials in the County and the general public; ability to ensure discipline and to deal effectively with non-compliance; ability to develop contingency plans to deal with emergency situations and to act decisively in the event of the same; ability to prepare and maintain records and reports.EDUCATION AND EXPERIENCE: Any combination of education and experience equivalent to graduation from a community college in the field of police science, corrections or related field and considerable experience in correctional institutional management including some supervisory experience.PHYSICAL REQUIREMENTS: This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects, and some medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, reaching, standing, walking, and grasping; vocal communication is required for conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, and noise. The worker may be exposed to bloodborne pathogens and may be required to wear specialized personal protective equipment.SPECIAL REQUIREMENTS: Possession of Detention Officer Certificate issued by the State of North Carolina. Possession of all qualifications for this position as required by the State of North Carolina. Possession of an appropriate driver's license valid in the State of North Carolina.
