GENERAL DEFINITION OF WORK: Performs intermediate technical work providing soil and water conservation services and education programs; does related work as required. Work is performed under the limited supervision of the Soil & Water Conservation Director and Warren Soil and Water Conservation District Board of Supervisors. Supervision may be exercised over construction contractors.ESSENTIAL FUNCTIONS/TYPICAL TASKS: Administering the NC Ag Cost-Share program and other state cost-share programs; assisting with the development and implementation of public awareness and educational programs; maintaining records and files; preparing reports.(These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.)Assists with the design, installation and certification of conservation plans; provides technical assistance for beneficial conservation practices on cropland and for animal operations.Assists with surveys for engineering practices, maintains planning, engineering and installation notes within his job approval authority and supervises construction.Performs all steps necessary to accomplish cost-share referrals including determining need and feasibility of practices.Contacts landowners and operators with current conservation plans, encourages them to apply practices as scheduled and provides them with technical assistance in applying planned practices.Assists in carrying out an educational and informational program for the field office to facilitate the District program.Assists the District in conducting field days, tours and demonstrations and makes presentations to schools and other groups.Prepares necessary reports and records on work accomplished and maintains field office records and case files as required; develops and maintains graphs and charts. Assists the Director as needed; assists with the preparation and administration of grants; tracks and accounts for fund balances.Makes recommendations on water quality and quantity concerns.Performs related tasks as required.KNOWLEDGE, SKILLS AND ABILITIES: General knowledge of the theory, principles, practices and techniques of soil and water conservation in rural, suburban and urban areas; general knowledge of the various guidelines, policies, ordinances and regulations pertaining to soil and water conservation and land development and management; ability to plan, organize and carry out projects effectively; ability to present the results of research and recommendations effectively in oral, written or graphic form; ability to establish and maintain effective working relationships with land owners, land users, associates, governmental officials and the general public; skill in the use of basic engineering surveying equipment.EDUCATION AND EXPERIENCE: Minimum of a two-year college degree in natural resource management, agriculture, soil science, or related field and two-years experience in planning and implementing land use practices which conserve natural resources or an equivalent combination of experience and education.PHYSICAL REQUIREMENTS: This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires stooping, reaching, walking, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to outside environmental conditions, extreme cold, extreme heat, hazards, and atmospheric conditions.SPECIAL REQUIREMENTS: Possession of an appropriate driver’s license valid in the State of North Carolina.Must be able to pass a federal background check.
