GENERAL DEFINITION OF WORK: Performs difficult skilled technical work in the repair, maintenance and construction of water and sewer lines, well operations and appurtenances; does related work as required. Work is performed under the general supervision of the Public Utilities Director. Supervision is exercised over subordinate Utility Crew.ESSENTIAL FUNCTIONS/TYPICAL TASKS: Planning and supervising the installation, maintenance and repair of water and sewer lines and appurtenances; supervising pump station maintenance and repair activities; maintaining records and files; preparing reports.(These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.)Oversees the operation and maintenance of water lines, fire hydrants, elevated water tanks, water booster pump stations, master meter vaults and pressure reducing vaults.Locate water utility linesRespond to emergency utility situations; Coordinate with contractors.Oversees the operation and maintenance of sewage pumping stations, miles of sewer force main and miles of gravity line.Oversees training, development for subordinates and evaluates employee performanceReports all violations to Director to issues public notices when needed.Creates On-Call calendar; Assign daily activities to crew – scheduling tap services.Advises the Public Utilities Director of any maintenance and or repair needed to the distribution system.Downloads meter reading handhelds for each district; read/collect meter readings as needed.Oversees training, development for subordinates and evaluates employee performance.Performs related tasks as required.KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of the methods and techniques used in the repair, maintenance, rehabilitation and construction of water and sewer lines; thorough knowledge of the tools, materials and equipment used in line repair work; thorough knowledge of the occupational hazards and safety precautions of the work; ability to operate trucks and construction and repair equipment; ability to assign and supervise the work of others; ability to prepare simple reports, drawings and sketches; ability to establish and maintain effective working relationships with associates and the general public.EDUCATION AND EXPERIENCE: Any combination of education and experience equivalent to graduation from high school and extensive experience in the maintenance, repair and/or construction of water and sewer lines including considerable supervisory experience. Experience locating water service lines. Basic knowledge of general office equipment and personal computers to include word processing, spreadsheet, and related software.PHYSICAL REQUIREMENTS: This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for visual inspection involving small defects and/or small parts, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, oils, and wearing a respirator. The worker may be exposed to bloodborne pathogens and may be required to wear specialized personal protective equipment.SPECIAL REQUIREMENTS: Possession of an appropriate driver's license valid in the State of North Carolina, Class B Water Distribution and Level II Collection and OSHA Competent Person certifications.
