Summary/objective
To perform efficient construction, operations, and maintenance work of the water distribution system while maintaining the district’s performance and safety standards.
Essential functions

- Installs, repairs, constructs, and maintains water and sewer pipelines and appurtenances.
- Makes recommendations on the most effective way and restores service when outages occur.
- Recognizes conditions detrimental to system operations and corrects or reports such conditions promptly.
- Maintains ability to operate backhoe, excavator, other excavation equipment, hydraulic pipe cutters, tapping machine, boring equipment, and other required equipment.
- Assist in maintaining warehouse inventory & upkeep including warehouse maintenance and cleaning.
- Uses GNSS to record work as well as to navigate and locate water lines.
- Keeps service truck, tools, and supplies in a neat and orderly manner and assists in equipment and work area maintenance.
- Prepares and submits all required reports such as charging materials from inventory, completing work orders, and time sheets.
- Keeps up to date on Water District policies and requirements relative to installation and repair of water and sewer facilities.
- Attends training classes, as requested, in job-related areas.
- Keeps general manager advised of any informalities internal or external along with any overall personnel and customer problems or other needs within the organization.
- Keeps familiar with Emergency Planning and Community Right-to-Know Act (EPCRA) reporting on hazardous and toxic chemicals, found or used in the work area.
- Works according to safety standards and polices adopted by Warren County Water District, is responsible for his or her own safety, and reports all incidents to his or her supervisor.
- Complies with all local traffic laws, regulations, and safe practices while operating any company vehicle.
- Must be willing to obtain First Aid/CPR certification upon employment.
- Other duties as assigned.
Competencies
- Should have, or be willing to learn, an effective working knowledge of the construction, operation, and maintenance of the water and sewer system including installation of meter services, water and sewer mains, pump stations and their appurtenances.
- Must be willing to develop a knowledge of system feeds and use of the mapping system.
- Must develop a sound knowledge of the proper and safe use of tools and equipment.
- Ability to use various computing devices including Windows, IOS, and Android devices.
- Ability to use GIS maps and applications for navigation and data collection to efficiently perform job functions.
- Ability to use Microsoft Office suite (Word, Excel, and Outlook).
- Must be willing to attend courses related to work.
- Must have demonstrated mechanical ability and a familiarity with tools and materials used in water system maintenance.
- Must be willing to develop skills in all work required in connection with the installation of materials, apparatus, and equipment used in construction and maintenance of water and sewer systems.

- Excellent verbal and written communication skills.
Reporting relationships
- Reports to: Construction Supervisor
- Receives direction from: Construction Foreman
Work environment
- Must be able to perform outside work in all weather conditions.
- Must be able to work a forty-hour week plus any extra time the position demands along with standby duty.
Physical demands
Lifting up to 80 pounds is required.
Travel required
Some travel in and around the system will be required. Must be able to attend classes, as requested, in job-related areas.
Education and experience
- High school graduate or equivalent.
- A minimum of one year’s experience in water/wastewater system operations and construction experience is desirable.
Additional eligibility requirements
- Must possess and maintain a valid driver’s license.
- Must have (or able to obtain within six months) and maintain a valid Class A CDL license.
- Must be willing to obtain First Aid/CPR certification upon employment.
Must reside within one-hour reponse time of work location.
