COUNTY OF WARREN
DELINQUENT TAX COLLECTOR I
GENERAL DEFINITION OF WORK:
Performs advanced clerical and technical work in the review and processing of delinquent collections from individuals and businesses; does related work as required. Work is performed under the regular supervision of the Treasurer.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:

- Responds to property owner, taxpayer, customer, employee, and management questions and requests for assistance (via walk-in, e-mail, or phone) regarding delinquent collections;
- Explains complex tax code and regulations in a customer-friendly manner;
- Assists cashiers and account analysts with complaint and/or compliance resolutions related to collection activities;
- Complies with all rules, regulations, policies, and procedures of the Warren County Treasurer’s Office and Virginia law;
- Prepares and reconciles daily cash deposit;
- Ensures protection of highly confidential taxpayer information in accordance to the Virginia Secrecy Act and administrative regulations of the Virginia Department of Motor Vehicle (DMV), Virginia Department of Taxation, and Virginia Employment Commission;
- Maintains delinquent collection system, including payment plans, DMV-stop removal, and non-compliance follow-up;
- Completes training and educational requirements as necessary through Treasurer’s Association of Virginia;
- Assists Senior Collector with judicial sale of real estate process;
- Maintains records, payment plans, and pre-filing information from beginning through non-compliance. Maintains training related to such;
- Processes all collections activities, including bank liens, wage liens, third-part agreements, court judgments, and distress liens;
- Coordinates with Treasurer, County Attorney and Sheriff’s Department on enforcement and collections of delinquencies. Maintains training related to such; and,
- Provides back-up/support for other office operations during peak times.
KNOWLEDGE, SKILLS, AND ABILITIES:
Advanced knowledge of Virginia laws; advanced knowledge of Treasurer’s office operations: advanced knowledge of accounting terminology and methods; general knowledge of standard office procedures, practices and equipment; ability to properly classify tax types and payments; ability to interpret County Code; proficiency operating office software, with advanced knowledge of database and spreadsheet applications; advanced knowledge of data analysis and research; collegiate writing skills; and ability to deal effectively with taxpayers, co-workers and the general public. Ability to supervise staff.
Regular contacts made with individuals from: (a) other internal organization units; (b) outside organizations; or (c) frequent contact with the general public for purposes of exchanging factual information which may require some judgment or interpretation in order to be responsive to questions or applicable to a specific situation. Communication is usually cooperative in nature, with conflicts resolved by the employee when possible. Often requires ability to resolve conflicts of subordinates.
EDUCATION AND EXPERIENCE:
A combination of education equivalent to graduation from high school, supplemented by courses in accounting and business administration and some experience as a tax clerk. Associates degree in business or management preferred. Completion of collection coursework through Treasurer’s Association of Virginia.
PHYSICAL REQUIREMENTS:
This is sedentary work requiring the exertion of up to 30 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires climbing, reaching, and fingering; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
