REPORTS TO: Director of Capital and Construction Projects
WORK YEAR: 260 days per year
EDUCATIONAL/TRAINING/EXPERIENCE/LICENSE REQUIRED
Demonstrated knowledge of the principles of construction and the ability to learn and understand capital projects management consistent with the Rhode Island Department of Education’s (RIDE) definition of an Owner’s Project Manager (OPM) for School Construction Projects. Ability to interpret blueprints, drawings, schematics, diagrams, sketches, and written instructions. Ability to write specifications. Ability to assist in the management of multiple capital projects simultaneously. Minimum of 6 months to 1 years’ experience as a supervisor of construction projects. Demonstrated management experience in project management, procurement, contract negotiation, bookkeeping and other administrative tasks. The ability to learn how to use this knowledge to be in accordance with RIDE’s definition of an OPM. The ability to learn federal, state and local codes, regulations and reporting. Familiarity with collective bargaining procedures and process. 4 year college degree in a related field.

Responsible for assisting in the comprehensive overall planning, scheduling and supervision of the district’s School Committee Approved Capital Projects program. Ensures that standards consistent with all applicable laws are maintained.
- The ability to learn, prepare for and eventually meet all RIDE requirements for being designated as Owner’s Program Manager for School Construction Projects. A copy of RIDE’s Scope of Work and Requirements is attached and is considered part of this document.
- Assists in the preparation of recommendations for Building Committee and School Committee considerations and approvals.
- Assist in the preparation and presentation of Capital and Operating Budgets as needed.
- Assists in the overseeing and coordination procurement of supplies, materials and contractors to meet project timelines in accordance with school department procedures and regulations.
- Participates in the process of site selection, acquisition and the development of architectural plans. Assists in the preparation of technical specifications for equipment, renovation, repair, supplies and material, and services. Supervises and inspects the improvement, renovation and maintenance work performed by contractors. Verifies that terms of all such contracts have been fulfilled before preparing recommendations of final project payments.
- Gives direction to, and oversees work performed by assigned personnel. Assists in the recruitment, employment, assignment, transfer, promotion, demotion, discipline, or dismissal of assigned personnel. Makes recommendations for the assignment and termination of employment of all personnel in his/her area of operation. Schedules work routines and vacations for assigned personnel. Conducts periodic personnel evaluations.
- Utilizes computer for scheduling and communicating purposes.
- Works with Director of Construction and Capital Projects in implementing the School Committee’s approved Capital Projects Plan.

Owner’s Program Manager – School Construction Projects

General Scope of Work
The "Owner's program manager" is defined in statute (RIGL 37-2-7 (32)) as: “an entity engaged to provide project management services on behalf of a state agency for the construction and supervision of the construction of a building project. The owner's program manager acts as the owner's agent in all aspects of the construction project, including, but not limited to, architectural programming, planning, design, construction, and the selection and procurement of an appropriate construction delivery method. The owner's program manager shall have at least seven (7) years’ experience in the construction and supervision of construction of buildings of similar size and complexity. The owner's program manager shall not have been employed during the preceding year by the design firm, the construction firm, and/or the subcontractors associated with the project.”
The Owner’s Program Manager shall provide project management services to monitor procurement procedures, design, construction and other related activities and to facilitate, coordinate and manage the Project with respect to timely performance in accordance with the Project Schedule and monitor the quality of services and workmanship and shall recommend courses of action to the Owner when respective contractual requirements are not being fulfilled. Per the School Construction Regulations, the OPM must assist the LEA in
ensuring “that construction will be completed in a timely, cost-effective manner and that buildings will be occupied within the timelines established during the approval process.”
Services shall continue through substantial use and occupancy by the Owner, and Project closeout. As part of Basic Services, the Owner’s Project Manager shall ensure projects are in compliance with the School Construction Regulations and the LEA’s Memorandum of Agreement. The OPM must provide information as requested during final auditing as conducted by the School Building Authority at the Rhode Island Department of Education.
Salary : $110,000 - $120,000
