Wasatch Behavioral Health (WBH), a comprehensive behavioral health community center founded in 1967 and located in Provo, Utah is seeking to find a replacement for the retiring COO who served for 17 years in this capacity.
WBH is the largest community behavioral health center in Utah serving about 13,000 individuals on an annual basis. Drawing the clientele from Utah and Wasatch Counties, the catchment area encompasses about 720,000 residents. The agency offers a wide range of comprehensive behavioral health services including 7 outpatient locations, two youth receiving centers, an adult receiving center, several residential mental health and substance use programs.
Essential Duties and Responsibilities
Acts as the Associate/Clinical Director and Chief Operations Officer in coordinating and advising on delivery of all clinical services; oversees all facility and fleet management services including planning, purchasing, and maintenance; oversees support services including facilities, purchasing, insurance, and contracts; performs a variety of professional clinical, administrative, and managerial duties related to organizational planning, directing, coordinating and controlling the delivery of clinical mental health services and programs, i.e., hospital contractual services and oversight over inpatient utilization, medical records, quality improvement, client grievance process, corporate compliance, HIPAA Privacy/Security, Policy and Procedure oversight and development, Agency Training coordination and oversight.
Provides broad policy guidance and direction to all clinical service delivery staff, support services staff, and supervises medical records/transcription staff. Responsible for facilities management and maintenance. Assists in facility development and planning, anticipating facility needs, and budget development. Assumes center leadership in the absence of the Executive Director.
Provides executive, managerial and administrative direction for all clinical and specialty mental health programs; develops and interprets program goals and objectives in coordination with Executive Director; authorizes program implementation strategies designed around grant and/or contract performance requirements; creates policies; develops resources and coordinates the integration of agency, local, federal and state mental health programs; maintains overall responsibility for compliance with funding source expectations and requirements; participates in the development of center-wide budgets.
Acts as corporate compliance officer; monitors and oversees compliance with various federal and state regulations, i.e., HIPAA; maintains corporate compliance plan to mitigate risk; develops orientation and training material to communicate expectations to outside contractors; coordinates efforts affecting credentialing, BCI access, and disciplinary actions.
Manages operations to ensure compliance with federal guidelines, including HIPPA and Medicaid; acts as quality control officer; serves as 2nd level grievance hearing officer and auditor related to clinical care issues; represents the agency at judicial hearings to defend Medicaid in-patient appeals.
Oversees the assurance of client access to appropriate services according to established service timelines; assures integration of HIPPA regulations into accountability and accessibility processes.
Oversees the development of department-wide budget based upon projected revenues and expenditures; anticipates funding levels, coordinates the preparation of state and federal grant applications; manages department activities to assure compliance with grant requirements; monitors fiscal activity to assure compliance with established budgets.
Represents the center at designated meetings with citizen groups, state and local; develops partnership relationships with various community groups, state agencies, local agencies, task forces and private providers to create network(s) for youth or adult specialty/mental health service programs; represents WMH at UBHC Clinical Directors meetings and various other committees, etc.; develops contractual agreements and commits agency resources or cost participation in various services and programs.
Represents the agency on various committees, panels, and task force groups; assists in the development of statewide programs and commitments to mutually beneficial goals and objectives.
Minimum Qualifications
Graduation from a college or university with a master's degree in social work, marriage and family therapy, clinical mental health counselling, psychology or a related field;
Ten (10) years of progressively responsible experience performing above or related duties
Must be licensed to practice in the State of Utah;
Compensation
$139,068 - $176,155 per year depending on experience
Schedule
8am to 5pm Monday-Friday

Employment at Wasatch Behavioral Health is contingent upon successful completion of a drug screen, motor vehicle record review and criminal background check. After hire you must complete and receive a Criminal Background Clearance (BCI) from Utah State Office of Licensing. Upon receipt of a conditional offer of employment in the position, you must provide an official copy of licensure or certification.
