Position Title: Human Resources Generalist
Union: Non-Union
Reports to: HR Director
FLSA Classification: Non-Exempt

General Position Summary:
An employee in this classification performs human resources and risk management duties of a detailed and complex nature. Provides assistance to departments and employees to comply with and support the County’s Human Resources program. Oversee County training and recruitment initiatives. Work is performed under the supervision of the Human Resources Director who reviews work primarily on the basis of accuracy, thoroughness, results attained, and compliance with County policies, collective bargaining agreements, personnel rules and State and Federal laws.
Essential Functions (in a typical work week):

· Assists departments, employees, and the public with inquiries regarding County policies, procedures, programs, and other information pertaining to County human resources functions.
· Provides assistance and appropriate forms to employees on County benefit programs, including medical, vision, dental, prescription, deferred compensation, employee assistance, Family Leave, and long-term disability.
· Maintains employee information and enters data into HRIS/employee database system(s). Organizes, files & catalogs material; maintains all employee personnel files to include filing appropriate documents.
· Conducts new hire orientations and exit interviews with terminating employees. Provides benefits enrollment and continuance notifications when required.
· Prepares correspondence, forms, and reports as necessary.
· Assists in gathering data/statistical information for wage surveys, classification development, salary comparisons, union negotiations and benefit comparisons as assigned. Prepares reports, narrative summaries, and other related documentation to display and present information as necessary.
· Assist in employee recruiting, screening, selection and hiring processes. Processes employment applications to include accepting applications, removing confidential data, forwarding applications to departments, tracking EEO data for each vacancy, maintaining signed Authorizations for use in pre-employment checks (such as background, criminal, credit, etc.). Documents applicant eligibility for Veterans’ Preference points and tracks screening/selection processes for compliance.
· Helps departments with full scope of recruitment process including position needs assessment, skills testing, interview question formulation, and serving on interview panels. Ensure compliance with labor law, County policy, and union contracts.
· Processes and tracks incident/accident reports and workers’ compensation forms as assigned.
· Participates in internal audits and quality improvement projects related to reducing overall risk and liability to the County.
· Participates as Chair of County Safety Committee and performs administrative support functions for the committee. Coordinates accident investigation review processes and tracks corrective actions.
· Coordinates County-wide training plan, including developing annual calendar, distributing curriculum announcements, providing information and training regarding access to programs, tracking and monitoring attendance as necessary. Conducts in-person training as assigned.
· Maintains Human Resources section of County Internet; ensures updated forms are available and working properly.
· Administers County Federal Transit and Federal Motor Carrier DOT Drug and Alcohol testing program as assigned. Ensuring compliance with state and federal standards and reporting requirements.
· Other duties as assigned.
Responsibility/Accountability: This section of the job description describes the amount and breadth of responsibility and accountability that rests with the position, including the expected results of the position, the impact on County operations and activities, and the responsibility for budget.
Some influence on departmental operations, programs, and expense or budgetary outcomes. Dollar amounts influenced would be considered moderate when compared to the overall County budget. Responsibility for the prudent use of County assets may extend beyond own work responsibilities to the work unit or department financial management. Contact with the public is a regular aspect of the position and actions could impact community or user satisfaction levels.
Supervision of Employees: This section of the job description describes the supervisory responsibility assigned including the range and types of supervisory functions performed, from directing work activities and delegating assignments to coaching, counseling, making disciplinary decisions, hiring, firing, salary actions, performance appraisal, training, etc. as well as the types of employees supervised.
Positions at this level are not responsible for any supervisory functions or responsibilities, but may occasionally be asked to orient and/or train new employees.
Interpersonal Skills/Contacts: This section of the job description describes the characteristics of personal interaction with others including the frequency of contacts with others, the breadth of interactions (within the County, outside the County, with vendors/contractors, dealing directly with the public, etc.), and the level of persons interacted with. Also, included in this section is the reason for contact such as gaining cooperation; use negotiation, tact, teamwork, and sensitivity; or the likelihood of dealing with disagreeable or hostile individuals.
Positions at this level have responsibility for contact with wide range of individuals including County employees, the public, and those with contractual or other relationships with County operations and programs. Internally, the primary contacts are made equally with the individual's own work group and other departments. The contacts are both of a routine and non‑routine nature and require some discussion or explanation. Some adverse or positive consequences may result from these interactions. Contacts can be in both one‑on‑one situations or group settings. Communication and interpersonal skills are fairly important and require some refinement for the successful completion of job responsibilities. Positions that have substantial contact with a wide range of individuals, but the contact is limited in scope, should also be placed at this level.
Working Conditions: This section of the job descriptions outlines the work environment, conditions, and hazards that are encountered in the course of assigned work. This includes the personal risk, hazard, varying work schedules, level of interruptions, job pressure, and the need to frequently juggle priorities and work assignments. Physical Requirements: This section of the job description describes the physical effort and manual labor, such as sitting, standing, lifting, carrying, digging, operating equipment, performing with speed, etc., as well as the dexterity required to complete the job functions. The need for travel, extended hours, and situations of physical discomfort are also outlined here.
Positions rated at this level require occasional physical effort such as light lifting, carrying, or movement, etc. Physical capability involves use of office or power equipment where some dexterity is needed. Movement around the work space is not challenging, and there are little to no restrictions on mobility.

- A valid driver’s license is required for this position due to the nature of traveling between County locations if/when necessary.
Education, Experience, and Certification/Licensure:
Positions at this level require abilities, skills, training, and/or knowledge base equivalent to an entry level professional. Education including a four year degree beyond high school, or its equivalent, is typically required to learn and understand the information necessary to successfully complete job assignments. Positions require broad knowledge of a number of business/public sector areas, and/or the specialized knowledge of a professional discipline. Previous work experience of 2 years is required, but it may not be directly in the professional discipline. Three years of previous directly-related work experience may be substituted for academic training. Capabilities include the ability to think through complex situations, weigh alternatives and options, and make sound judgments on the basis of research or other factual considerations.

- Associates degree and two-four (2-4) years’ related experience required.
- Bachelor’s degree in Human Resources, Business Administration, or related field preferred.
- At least one-two years of human resource management experience preferred.
- SHRM-CP or PHR certification a plus.
