Position Title: Juvenile Court Counselor

Union: Non-Union

Salary Grade: Grade N - $6,058.31 - $6,365.01/month

Reports to: Youth Services Director

FLSA Classification: Non-Exempt

Department: Youth Services

General Position Summary:

The position of Juvenile Court Counselor preforms professional juvenile correctional and social casework for youth with behavioral concerns, and has come to the attention of the Department of Youth Services. This position requires collaborative work with community partners, youth and families to assess, develop intervention plans, and follow through with recommendations for supervision. Juvenile Court Counselors work directly with the Office of District Attorney, Court and law enforcement entities to reduce recidivism and support public safety.

Essential Functions (in a typical work week):

Review referrals to Department of Youth Services from police reports, schools, parents and self-referrals for legal sufficiency and makes decisions as to disposition based on public safety, youth accountability and opportunities to build youth competencies.

Interview youth and family during an intake to determine severity of the case, family structure, educational status, employment history and any other pertinent information needed to develop a case plan with the youth and/or family.

Intake/update into the Juvenile Justice Information System (JJIS) ongoing case management information including demographic information, assessments, case planning goals and progress, and court hearings and outcomes.
Prepares documents to be filed in court for formal cases including petitions, motions, judgements, probations violations proceedings; confers with District Attorney's office regarding nature and facts of cases. Handles jurisdictional and dispositional stages of hearing. Present facts of the case to the court; makes recommendations and follows up with judgements of the court.

Communicate with victims of youth crime to ensure that they have information about court hearings, including their opportunity to submit information or comments to the court.

Communicate with courts, attorneys, schools, treatment providers, and community resources to ensure that each youth is provided with the best possible opportunities for achieving the goals of the case plan.

Supervise youth placed on probation by the court or formal accountability agreements by the Department of Youth Services. Coordinate case management with other agencies and residential programs.

Recommend improvements for intake, probations, administrative, and other office procedures and practices. Maintain a positive, affirming environment which values fellow employees, youth, victims, and families served by the Department of Youth Services.

Must have regular and predictable attendance.

Secondary Functions (in a typical work week):

Conduct home visits of youth and/or families involved with the Department of Youth Services to assess current conditions

Take or authorize protective custody of youth when appropriate; authorize detention of youth when appropriate. Provide both secure and non-secure transports for youth and/or families.

Handle emergency referrals involving crisis situations and provide necessary services or referrals to other appropriate agencies.

Provide services beyond normal office hours as necessary, and be available to respond after normal office hours for on-call purposes, as assigned. This is a continuation of listing work assignments. Perform other duties as assigned.

Responsibility/Accountability:

Working Conditions:

Physical Requirements:

This section of the job description describes the physical effort and manual labor, such as sitting, standing, lifting, carrying, digging, operating equipment, performing with speed, etc., as well as the dexterity required to complete the job functions. Positions rated at this level require occasional physical effort such as light lifting, carrying, or movement, etc. Physical capability involves use of office or power equipment where some dexterity is needed. Movement around the work space is not challenging, and there are little to no restrictions on mobility.

Education, Experience, and Certification/Licensure:

Positions at this level require abilities, skills, training, and/or knowledge base equivalent to an entry level professional. Education including a four year degree beyond high school, or its equivalent, is typically required to learn and understand the information necessary to successfully complete job assignments. Positions require broad knowledge of a number of business/public sector areas, and/or the specialized knowledge of a professional discipline. Previous work experience of 2 years is required, but it may not be directly in the professional discipline. Three years of previous directly-related work experience may be substituted for academic training. Capabilities include the ability to think through complex situations, weigh alternatives and options, and make sound judgments on the basis of research or other factual considerations.

Below is an outline of the specific Education type, Experience type or licensure/certification that is required for this role. The County will also consider any equivalent combinations of the qualifying criteria.

· Bachelor’s Degree from a certified college or university in a related field such as corrections, psychology or social work.

· Experience working with youth and families within the community. Experience preferred would include case management and assisting families’ access services.

· Ability to become CJIS (Criminal Justice Information Services) certified by completing the training and passing the certification process every year. The certification is the necessary security standard in order to be trusted with criminal justice information.
