Salary Grade: FOPPO - $4, 294.20-$4,970.94

Reports to: Community Corrections Manager

FLSA Classification: Non-Exempt

Department: Community Corrections

General Position Summary:

Our ideal candidate will perform the duties of a Probation/Parole Officer to include supervising offenders sentenced to parole, probation and post-prison supervision. The position requires the ability to make sound case management decisions under stressful conditions and to understand and interpret detailed legal documents accurately. Duties include: working under sometimes adverse conditions with hostile or difficult offenders; exposure to violence; exposure to body fluids; obtaining body fluid samples; arresting violators; carrying and qualification with duty firearm; critical verbal communication skills; critical report writing skills; court room testimony; preparing presentence investigation reports, violation reports, and warrant requests for the Court and the Oregon Parole Board. The applicant must be certifiable as a Probation Officer by the Department of Public Standards and Safety Training (DPSST) and obtain Law Enforcement Data System (LEDS) certification. Supervision of other employees is not a normal part of daily duties unless given specific assignment as Lead PO or Training Officer as per the Manager.

Essential Functions (in a typical work week):

· Supervises and monitors compliance on a case load of adult offenders on probation, parole and post-prison supervision. Investigates and substantiates violations or compliance of supervision conditions.

· Refers clients to appropriate treatment programming and monitors compliance and conformance with programming.

· Maintains detailed confidential records and reports, including extensive computer files and well organized hard files of offender data. Requires extensive data entry and computer use.

· Accesses information from the Oregon Judicial Information System, Corrections
Information System and LEDS

· Maintains LEDS certification and performs records searches in that system.

· Writes detailed compliance reports to the Court, Parole Board, and the Supervisory Authority. Also writes detailed and accurate Presentence Investigation reports to the Court.

· Arrests offenders in violation and transports same to jail facilities. Frequently meets with offenders in jail secure areas.

· Must maintain certification with chemical defense spray and approved duty firearm.

· Must obtain and maintain certifications through DPSST as a Probation/Parole Officer including physical qualifications to perform the duties of the position.

· Works in compliance with all applicable laws, statutes and administrative rules, as well as department policy, procedures and business practices.

· Performs home visits to the residences of offenders.

· Communicates accurate information by police radio to central dispatchers.

· Must have regular and reliable attendance.

· Any employee may be required by their manager to perform any of the duties described in his/her position description, and other duties which may be necessary or desirable and for which the employee is qualified.

Secondary Functions (in a typical work week):

· Performs DNA sample collection from offender’s saliva and obtains observed urine samples from offenders as required and packages these for shipment to the laboratory. Also conducts fingerprinting of offenders in compliance with DNA collection procedures.
Any employee may be required by their manager to perform other duties which may be necessary or desirable and for which the employee is qualified.

Responsibility/Accountability:

Contact with the public is a regular aspect of the position and actions could impact community or user satisfaction levels.

Supervision of Employees:

This section of the job description describes the supervisory responsibility assigned including the range and types of supervisory functions performed, from directing work activities and delegating assignments to coaching, counseling, making disciplinary decisions, hiring, firing, salary actions, performance appraisal, training, etc. as well as the types of employees supervised.

Positions at this level are responsible for daily work or special project direction that is provided to personnel in similar job functions at comparable or subordinate levels. This work is usually limited in time and to only a few individuals. Position may participate in the hiring process. However, positions are not responsible for hiring, firing, disciplinary actions, etc.

Interpersonal Skills/Contacts:

This section of the job description describes the characteristics of personal interaction with others including the frequency of contacts with others, the breadth of interactions (within the County, outside the County, with vendors/contractors, dealing directly with the public, etc.), and the level of persons interacted with. Also, included in this section is the reason for contact such as gaining cooperation; use negotiation, tact, teamwork, and sensitivity; or the likelihood of dealing with disagreeable or hostile individuals.

Positions at this level have frequent responsibility for contact with others not employed at the County. Internally, primary contacts are usually made with other departments, as opposed to own work group. Contacts usually concern non-routine information, and the potential for positive or adverse consequences to the County because of these contacts is constantly present. Negotiation, persuasion, tact, sensitivity, and confidential exchanges are all part of the interactions required. Formal presentations may be periodically made. Communication and interpersonal skills are important, and must be well refined to complete job responsibilities.

Working Conditions:

This section of the job descriptions outlines the work environment, conditions, and hazards that are encountered in the course of assigned work. This includes the personal risk, hazard, varying work schedules, level of interruptions, job pressure, and the need to frequently juggle priorities and work assignments. Exposure to working conditions such as high noise levels, heat, cold, lack of lighting, confinement, chemicals, inclement weather, machinery, contagious diseases, or where interactions with hostile, attacking individuals occur frequently and create a moderately high level of work risk or hazard. Work that is highly physically demanding, which also creates a potential of risk, should be placed at this level.

Physical Requirements:

This section of the job description describes the physical effort and manual labor, such as sitting, standing, lifting, carrying, digging, operating equipment, performing with speed, etc., as well as the dexterity required to complete the job functions. The need for travel, extended hours, and situations of physical discomfort are also outlined here.

Positions at this level require some physical efforts or guide labor, such as lifting and carrying of items weighing 15-25 pounds on a regular basis as part of the work assignments, or constant movement is necessary to complete tasks. Some regular stooping, bending, and pushing/pulling may also be required. This level also includes job situations where speed, guide dexterity, and equipment operation are a continual requirement. Positions with responsibility for driving are to be placed at least at this level.

Employees working in positions where driving is an essential function of their duties must possess a valid driver’s license.

Education, Experience, and Certification/Licensure:

This section of the job description outlines the education, previous experience, professional licenses, certifications, and specific skills necessary to perform the assigned work.

Positions at this level require abilities, skills, training, and/or knowledge base equivalent to an entry level professional. Education including a four year degree beyond high school, or its equivalent, is typically required to learn and understand the information necessary to successfully complete job assignments. Positions require broad knowledge of a number of business/public sector areas, and/or the specialized knowledge of a professional discipline. Previous work experience of 2 years is required, but it may not be directly in the professional discipline. Three years of previous directly-related work experience may be substituted for academic training. Capabilities include the ability to think through complex situations, weigh alternatives and options, and make sound judgments on the basis of research or other factual considerations.

Below is an outline of the specific Education type, Experience type or licensure/certification that is required for this role. The County will also consider any equivalent combinations of the qualifying criteria.

· College degree with major course work in Criminal Justice or related field preferred.

· Two (2) plus years’ experience in the delivery of services to Court-mandated clients.

· Oregon DPSST certified or certifiable

· Obtain and maintain LEDS certification.

· Obtain and maintain CPR and First Aide certifications.

· Ability to obtain and maintain certified firearms qualification is required with approved duty handgun.

· Successful completion of the Physical Fitness Test administered by the Wasco County Sheriff’s office.

· Knowledge of Criminal Justice System, substance abuse issues and community resource agencies.

· Ability to work with Criminal Justice clients.

· Excellent interpersonal and report writing skills.

· Ability to make rapid yet accurate decisions.

· Satisfactory equivalent combination of training and experience.

· Other certifications may be required.

· Ability to become CJIS (Criminal Justice Information Services) certified by completing the training and passing the certification process every year. The certification is the necessary security standard in order to be trusted with criminal justice information.

· Ability to become LEDS (Law Enforcement Data System) certified within 60 days of employment.
