Job Summary
Under the direct supervision of the Director of Special Education or designee, the Program Specialist provides expertise and assistance in meeting the needs of students with disabilities. The Program Specialist is able to evaluate the needs of children in an education setting and to perform psycho-educational assessments in order to determine special education eligibility and related service needs. Additionally, the program specialist will use established clinical methods and procedures for assessment, planning and implementation of treatment plans, if appropriate, in the area of Educationally Related Mental Health Services (ERMHS). The Program Specialist monitors the implementation of special education services and promotes quality and compliance of programs and services.
Required Qualifications
- Hold a California Pupil Personnel Services (PPS) credential including the school psychologist specialization
- Minimum of 5 years of supporting and educating students with disabilities
- Valid California’s Driver’s license
Knowledge of:
- Laws and regulations governing special education
- Testing materials and instruments, practices, procedures, methods and special education eligibility
- Evidence based practices in the area of Education Related Mental Health Services (ERHMS)
- Effective communication skills and consultative abilities with school personnel, parents and community partners
Essential Functions
- Conduct psycho-educational assessments in all areas of suspected disabilities
- Prepares recommendations pertaining to student remediation, placement in special programs, psycho-education interventions, along with the assessment and needs of ERMHS services
- Consults with parents to further their understanding of the learning and social/emotional needs of students
- Provides group and individual counseling and services as specified in the students IEP utilizing a variety of data collection and counseling techniques
- Observes, consults with and assists special education teachers, specialists and instructional aides to develop, enhance and implement programs and services for individual with exceptional needs
- Monitor, consult and assist with the C to B and preschool referrals, which includes but is not limited to assessment and placement consideration
- Acts as Administrative Designee for IEP meetings, with an emphasis in preschool
- Provide therapeutic services, including but not limited to individual and group counseling to support student’s social/ emotional and behavioral needs
- Modify treatment strategies and work with the IEP team to develop effective interventions and evaluate the student’s response to treatment
- Consistently provides ongoing support and leadership to the districts special education programs and teams and advises staff of district and department procedures, special education compliance, planning, organizing and coordinating services for students with disabilities, mainstreaming and social integration of students, transition and placement of students, mental health needs of students and behavioral supports for students
- Assists with Desired Results Developmental Profile (DRDP) compliance procedures
- Provides consultation to teachers, parents and administrators on social/emotional and behavioral needs impacting the student’s educational progress, with an emphasis on preschool programs and ERMHS services
- Develops, coordinates and delivers professional development workshops, materials and resources for certificated and classified staff
- Other duties as assigned
