GENERAL PURPOSE
Performs a variety of advanced level, technical duties, tracks and routinely inspects long-term, post-
construction stormwater maintenance with property owners and contractors for compliance with EPA, DEQ
and City regulations. Inspects development and public works projects for SWPPP compliance, maintains
citywide stormwater compliance, reviews SWPPP submittals and post-construction stormwater maintenance
plan.
SUPERVISION RECEIVED
Works under the general supervision of the New Development Project Manager.
SUPERVISION EXERCISED
Provides close to general supervision to StormWater Inspectors (1, 2,and 3) while in training and on an
as needed basis with difficult situations.
ESSENTIAL FUNCTIONS
Works closely and coordinates with the New Development Project Manager, engineers and / or representatives
and public utility companies in the review of City and development related projects in regards to SWPPP
compliance as well as continued SWPPP compliance with the approved plans.
Creates SWPPP documents for City projects when needed.
Keeps records and documentation of project SWPPP inspections. This includes post-construction
documentation that will be tracked and referenced for post-construction SWPPP and LID compliance,
including compliance with the City's MS4 permit.
Inspects development and public works projects including, but not limited to, city wide SWPPP compliance
with approved plans and specifications as well as conformance with existing applicable City municipal codes,
EPA and DEQ regulations and safety regulations. Communicates with the authorized project representative
any deficiencies that are determined during inspections and follows through with the contractor to verify that
deficiencies are addressed.
Assists and advises the general public in matters relating to stormwater compliance.
Assists in the development of post-construction stormwater management plans.
Coordinates the dry weather screening of outfalls and the inspection of long-term stormwater features with
follow-up inspections as needed.
Develops and conducts public education and outreach programs.
Reviews grading plans for City and development related projects. Provides detailed reports regarding
approvals or deficiencies in the required plans, reports, calculations etc. to the New Development Project
Manager.
Monitors and inspects existing SWPPP city wide for compliance as well as monitors City facilities for
compliance. Coordinates and schedules any maintenance repairs as needed.
Implement, document and enforce the Illicit Discharge Detection and Elimination (IDDE) program to find and
eliminate sources of non-stormwater discharges. Document ROW spill response and clean up activities.
Investigates complaints, illicit discharges, hazardous spills, etc. and provides documentation related to
UPDES compliance requirements. Determines recommendations for resolving the problem and / or providing
inspection / oversight of remediation efforts.
Reviews the construction site, project plans, and specifications prior to project construction for familiarity as it
pertains to stormwater and LID standards.
Conducts the pre-grading conference with engineers, developers, contractors, to discuss SWPPP compliance
requirements, and inspection procedures.
Provides detailed and timely inspections of the materials, quality, and methods used by contractors, and
tradesmen for stormwater compliance in regards to the approved plans, applicable City municipal codes,
City's MS4 Permit, EPA and DEQ regulations.
Provides necessary information to the authorized project representative (project manager, project
superintendent, etc.) regarding methods which assure compliance with SWPPP procedures, safety, etc.
Issues notices, letters or other documentation as required.
Develops and provides stormwater pollution training to City staff and other groups as determined.
Maintains MS4 permit compliance documentation, creates reports, and Stormwater Program Management
document (SWMP) preparation.
Develops, updates, and implements standard operating procedures as they relate to stormwater pollution
prevention.
Performs other related duties as required.
MINIMUM QUALIFICATIONS
1. Education and Experience :
A. Graduation from high school, plus, Two (2) years of specialized training in engineering methods
and practices related to testing and SWPPP compliance; provided through technical college,
- professional workshops, or university studies;
- B. Six (6) years of responsible experience performing above or related duties;
C. An equivalent combination of education and experience.
2. Knowledge, Skills and Abilities :
Exceptional knowledge of principles and practices and procedures related to SWPPP; technical
and practical design of SWPPP concepts; interpersonal communication skills; the use of a variety of
technical engineering equipment and drafting tools; political, legal and governmental processes
affecting various engineering programs and project management.
Exceptional skill in the art of diplomacy and cooperative problem solving. Skill in the ability to
interpret and understand MS4 permit requirements and Stormwater Pollution Prevention Plans.
Ability to communicate effectively verbally and in writing; read and interpret plans and specifications;
visualize completed projects in planning stages and estimate the end results; estimate quantity of
materials accurately; perform advanced mathematical calculations; develop and maintain effective
working relationships with elected officials, federal agencies, state agencies, local governments,
subordinates, and the public.
3. Special Qualifications :
Must possess a valid Utah Drivers license.
Must possess certification as a Registered Stormwater Inspector.
Must possess, or within Six (6) months of employment, certification as a SWPPP Writer.
4. Work Environment :
Tasks require a variety of physical activities not generally involving muscular strain. Frequent
physical activity related to walking, standing, stooping, sitting, reaching, and moderate lifting.
Essential functions require talking, hearing and seeing. Mental application utilizes memory for details,
emotional stability and discriminating thinking. Frequent travel required in course of performing
portions of job functions.
As per Washington City policy and / or procedures, a background check, and drug screening evaluation will be required for potential new hire candidates prior to an offer of employment.
