EMERGENCY MANAGEMENT DEPUTY DIRECTOR
General Statement of Duties: Performs difficult technical and administrative work planning, organizing, and administering the local Emergency Management Program; does related work as required.
Distinguishing Features of the Class: The work in this class requires independent work decisions. This class is responsible for developing policies, plans, and procedures in accordance with state and federal guidelines and ensures proper implementation of those policies, plans. The work is performed under the general direction of the Emergency Management Director. Supervision is exercised over the Operation and Training Officer.
Examples of Work: (Illustrative Only)
-plans, implements and coordinates the local emergency management functions within government and the private sector;
-supervises the preparation of an emergency management plans in compliance with the state plan for emergency services to include planning, preparedness, response, and mitigation;
-develops and maintains an emergency operation center, and stays up to date on latest equipment and software;
-develops, maintains an emergency communication system;
-prepares or supervises the preparation of plans, requests, grants, and personnel reports;
-conducts a hazard vulnerability analysis; programs, and safety assessments;
-coordinates and assists with the Local Emergency Planning Committee;
-develop and maintain a key personnel emergency alert system as well as a public information system;
-oversees and assists operations with emergency shelters and support systems;
-develop and conduct training programs for emergency response personnel and local government employees;
-assist in the establishment of mutual aid agreements and community emergency response training programs;
-coordinate and develop emergency response plans for local industry, events, response agencies;
-coordinates and participates in training programs for the public on disaster preparedness;
-oversees and assist with maintaining the appropriate departmental records and reports;
-performs all related tasks as required.
Required Knowledge, Skills and Abilities: Thorough knowledge of federal, state, and local laws pertaining to emergency response and emergency management. Thorough knowledge of local, county and city ordinances. Good oral and written communication skills. Planning and organizational skills for development of programs. Extended periods of sitting at a workstation or desk. Manual dexterity to work efficiently on a computer keyboard for data entry, work.
Acceptable Experience and Training: Graduation from college / university with a degree in or related to Emergency Management and, or experience equivalent to five years of full-time paid employment in public safety and first response, and at least three years active-duty military in a command level position.
Other Requisites: From time to time the incumbent may be assigned special duties by a superior or, on a temporary basis, may be asked to assist other employees occupying a different position. PHYSICAL REQUIREMENTS: Task involves the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 lbs.) items and occasionally very heavy (100 lbs. or over) items; or may involve the complex operation of gasoline, electric, or diesel-powered machinery or shop equipment requiring the manipulation of multiple controls, fine adjustments or both; or the sustained operation, on a production basis, of such devices as offset presses with associated equipment.
ENVIRONMENTAL REQUIREMENTS: Task may require frequent exposure to adverse environmental conditions.
