- THE POSITION
Washington County Cooperative Library Services (WCCLS) is looking for a motivated team player to join our Business Operations team as a Management Analyst. WCCLS partners with local public libraries to connect people to provide excellent countywide services, and the Management Analyst performs critical administrative work to support that mission.
In this role, you will work with contract administrators to set up and execute contracts and work with County Procurement to create purchase orders. You will also support multi-agency meetings for WCCLS by compiling agendas, taking minutes, and setting up both virtual and in-person meetings. You will also assist with a variety of accounting and human resources tasks.
A Typical DayAs a Management Analyst, on any given day, you may find yourself:
- Coordinating procurement and contracts
- Supporting and taking notes for WCCLS meetings
- Assisting with accounting tasks and processes
- Updating accounting processes and procedures
- Backing up certain human resources tasks and personnel actions
- Serving as a liaison to County departments, especially internal services

Hybrid Opportunity
This position may be eligible for a hybrid work schedule. You must have access to reliable transportation to appear in person at the WCCLS offices in Hillsboro, as determined by business needs. Employees must reside in Oregon or Washington.
The ideal candidate has the following experience and skills:
- Accounting or auditing background, public sector preferred
- Procurement and contract administration background
- Exceptional written and verbal communication skills
- Ability to prioritize multiple tasks with competing deadlines and work independently
- Ability to partner collaboratively and provide excellent customer service balanced with adhering to compliance requirements
About WCCLS
WCCLS is not a library. We are a partnership among Washington County, nine cities, and three non-profit organizations that operate local libraries. WCCLS provides the majority of funding for all public libraries in the county. We are a Washington County department of 36 FTE that supports 16 public library locations, giving patrons access to 1.5 million items in our shared collection. Your Team
The Business Operations Team is integral to the success of WCCLS. The team consists of two management analysts, a senior accounting assistant, and a senior financial analyst (supervisor). We support WCCLS in contracts, accounting, human resource, and administrative tasks.
Who You Work With
You will report to the Senior Financial Analyst and work with other WCCLS teams, county departments, library staff, and/or partner libraries in Washington County.

The Business Operations Team supports all WCCLS teams and serve as liaisons to other County departments.

Minimum Qualifications:
- Four (4) years of responsible work experience in administrative, operations, budgetary, and similar analyses; OR
- Associate Degree in public or business administration, finance, economics, statistics, accounting or a related field that provides the required knowledge, skills and abilities; AND two (2) years of responsible professional work experience in administrative, operations, budgetary, financial, or similar analysis; OR
- Bachelor's Degree in public or business administration, finance, economics, statistics, accounting or a related field that provides the required knowledge, skills and abilities.
