JOB SPECIFICS
The Engineer I provides basic highway design or traffic engineering support to ensure the successful development and implementation of highway construction and traffic engineering projects. Depending on qualifications, candidate could be hired as an Engineer II .
- Coordinate survey crews and construction inspectors, and provides technical assistance;
- Provides design clarifications and negotiates design changes with the contractor;
- Participate in the public project involvement process; meet directly with businesses and property owners to convey construction impacts, understand concerns and determine resolutions;
- Ensures Contract compliance with federal, state, county, and local standards;
- Perform constructability reviews and provide support for preparation of project plans, special provisions, and cost estimates;
- Coordinate construction activities with utility owners, cities, and other agencies;
- Manages multiple concurrent road, bridge, and parks construction projects; prepares contract change orders and pay estimates; prepares and presents construction meetings; reviews material submittals for contract compliance;
- Provides formal contractor correspondence including non-compliance; and
- Prepares weekly construction updates and outside communications such as project social media and webpage updates.
DESIRABLE EXPERIENCE :
SELECTION TECHNIQUE : Your training and experience will be rated based on the required application material submitted and the top-scoring candidates will be forwarded to the hiring department for further consideration.
HOURS / DAYS : 7 : 30 am - 4 : 00 pm / Monday - Friday plus overtime hours as needed. Work schedules (hours and days) are subject to change based on department needs.
ANTICIPATED HIRING RATE :
Engineer I - $37.38 - $44.27 Hourly
Engineer II - $44.99 - $53.71 Hourly
May be hired at the Engineer II level depending on qualifications)

EMPLOYMENT CRITERIA
MINIMUM QUALIFICATIONS : This position requires graduation from an accredited university or college with a bachelor's degree in civil engineering, and certification as an Engineer in Training (EIT), working toward a registered Professional Engineer in the State of Minnesota
PREFERRED QUALIFICATIONS : Prior experience in highway design, drainage design, transportation engineering, traffic engineering or project management.

DUTIES & RESPONSIBILITIES
General engineering duties :
Participate in consultant selection; review consultant plans for compliance with County standards and practices; and
Prepare and design studies for approval.
Highway Design :
Provide technical and professional support to field construction change requests and general activities to ensure project construction success.
Traffic Engineering :
Review local project and private development proposals for county highway impacts; and
Review highway permit applications for compliance with county policies and standards.
Perform other duties as assigned.
WORK ENVIRONMENT
Work performed is semi-sedentary in nature, and typically performed within the Public Works Department's North Shop, a satellite office or other field work location. Lifting requirement of up to 50 pounds on an occasional basis. Equipment used may include, but is not limited to, computer, calculator, telephone, camera, and copy and fax machine, power and hand tools, and other job related equipment.
Work interruptions are frequent. There is some pressure associated with dealing with individuals who may be emotionally charged and with project or activity deadlines and details. Driving or riding to work at a service center, attending meetings, participating in or leading training sessions, etc. will be required. Outdoor tasks will involve exposure to environmental conditions.
