The ideal candidate will overlap and train with the current finance director in our Bingen office. The primary purpose of this position is to act as the Chief Financial Officer for the agency. All tasks will be performed in a safe and courteous manner consistent with all agency policies and state and federal law. Experience in fund accounting, grant guidelines, computer accounting practices, pertinent regulations, OMB Circulars, and various other laws and/or administrative rules or any equivalent combination of education, job training, and experience which provides the knowledge, skills, and abilities to perform the essential functions of the position requirements.

Department Director- Finance


Status:

Exempt / Full Time


Pay Grade: Level 7


Supervised by:

Executive Director


Summary of Position:

The primary purpose of this position is to act as the Chief Financial Officer for the agency. All tasks will be performed in a safe and courteous manner consistent with all agency policies and state and federal law.


Qualifications:

Education and Experience – A Bachelor’s degree in accounting, AND four years experience in fund accounting, grant guidelines, computer accounting practices, pertinent regulations, OMB Circulars and various other laws and/or administrative rules or any equivalent combination of education, job training, and experience which provides the knowledge, skills, and abilities to perform the essential functions of the position requirements.


Position Requirements – Must be able to relate in a positive manner to staff, Board Members, the general public, and professional providers

  • Current valid Driver’s License and Insurance
  • Washington State Criminal Background Check
  • First Aid, CPR cards with Infant / Child CPR (can be acquired within 6 months of hire)
  • HIV/AIDS training card (can be acquired within 6 months of hire)
  • Contract required training and certifications (can be acquired within 6 months of hire)

  • Knowledge of Federal, State and Local laws and regulations regarding the operation of a Community Action Agency and the various programs it sponsors.
  • Knowledge of grant requirements and fiscal/policy constraints regarding grants.
  • Knowledge of rules, procedures, and operations to complete a variety of interrelated assignments.
  • Knowledge of how to select pertinent information and apply it to situations/problems requiring abstract solutions.
  • Knowledge of current supervisory techniques and regulations.
  • Skill in applying supervisory techniques.
  • Skill in effective leadership, decision-making and organization.
  • Skill in applying written policy, rules and regulations to independent situations.
  • Skill in effective organization and time management.
  • Skill in analyzing, defining and resolving problems effectively.
  • Skill in communicating with coworkers, supervisors, departments, other agencies and the general public in a courteous, friendly and effective manner.
  • Computer skills including Data Entry, Quickbooks, Word and Excel.
  • Ability to supervise, train, assign tasks, and evaluate the work of employees.
  • Ability to research, analyze, and interpret data, laws, codes, regulations, policies and claim information in a variety of situations.
  • Ability to interpret, communicate and recommend policy development for regulatory mandates related to operations of the agency and continually monitor changes in the regulations.
  • Ability to prepare comprehensive reports, draft policies and procedures, and departmental materials/correspondence.
  • Ability to prepare and maintain accurate, clear and concise files, reports and records; both electronic and paper for department programs.
  • Ability to maintain confidentiality.
  • Ability to use independent judgment, make decisions, and accept responsibility for assigned work to achieve the most effective performance of all job assignments with minimum amount of supervision.
  • Ability to maintain effective working relationships with co workers, supervisors, departments, other agencies and the general public.
  • Ability to work independently.
  • Ability to communicate clearly and concisely, orally and in writing.


Physical Requirements – Position involves standing and/or sitting for more than two hours

Position involves periodic lifting, not to exceed 30 pounds

Conditions – Usually work will be in an office environment but may sometimes be in non standard workplaces. Usually work is a standard work week, but occasionally it may require evenings or weekends due to program activities. This position will require in area and out-of-area travel for meetings and training.


Essential Functions and Responsibilities:

A. Responsible for meeting specific program contractual requirements involving budgeting, policy, ethics and the law. Keeps the Supervisor informed of progress, conflicts, and other important factors.


B. Oversees, prepares, and/or supervises others providing Accounting Services and assure completion of all tasks associated with meeting contract requirements, which includes, but is not limited to bank reconciliations, month end closing, 1099s, and quarterly reports.


C. Oversees, prepares, and/or supervises others providing Payroll Services and assure completion of all tasks associated with meeting the contract, state and federal requirements. Includes preparation and review of W-2s


D. Prepares monthly Financial Report for Board of Directors. On a quarterly basis, prepares a Financial Statement for Board of Directors showing changes in asset, liability and income statements.


E. Completes /submits monthly; quarterly or annual reports to agency funding sources.


F. Monitors the collection and maintenance of financial, administrative, and other related records for compliance with agency policies and procedures and to assure compliance with contracts.


G. Develops an Annual Agency Budget from multiple funding sources including personnel costs. Oversee the budget including revenues and expenditures.


H. Oversees, prepares, and/or supervises others providing information for the Annual A-133 Audit and assures completion of all tasks associated with meeting contract requirements.


Non-Essential Functions and Responsibilities:

A. Attends and participates in meetings as deemed appropriate by Supervisor.


B. Performs other duties as assigned by Supervisor or Executive Director.
