Minimum Qualifications
Education
Bachelor¿s Degree in Civil / Structural Engineering
Experience
- Ten (10) years of structural engineering experience, including at least six (6) years performing and supervising structural inspections, and including at least four (4) years in a supervisory or project / program management capacity
- Experience writing policies and procedures
Certification / Licensure
Preferred
Master¿s Degree in Civil / Structural Engineering
Field construction and / or maintenance experience preferred
Medical Group

Job Summary
The Senior Program Manager Inspection and Maintenance Engineering directs structures inspections quality control and structures maintenance engineering, for structures throughout the Authority that support rail service, and provides guidance on other non-rail service supporting structures as needed. The incumbent sets requirements for structural inspections including frequency, intensity, instructions and procedures. The incumbent leads the independent quality control (QC) inspections, inspection documentation and related reporting received from staff and contractors performing the inspections. The incumbent provides engineering support and guidance to the structures maintenance crews and structures inspection crews and performs as Task Manager or Supervisor (whether the work is contracted or self-performed) for structures QC engineers and maintenance engineers.
Essential Functions
Establishes and manages requirements for structural inspections including frequency, intensity, instructions and special procedures and leads the development and revision of policies, procedures and standards in support of structural infrastructure inspections to ensure they comply with legal and safety requirements and industry best practice. Provides requirements and guidance to the structures inspection group, so that an accurate and current status of the condition of structures are reported and deterioration is monitored from inspection to inspection. Ensures that inspection instructions and procedures can be acted upon in order to maintain the structures in a safe condition and State of Good Repair. Types of structures include aerial guideways, direct-fixation track support (in coordination with the track engineering group), tunnels, culverts, and facilities such as stations and maintenance buildings.
Supervise the independent QC of the structural inspections and inspection documentation. Performs the role of Task Manager or supervisor (whether the QC work is contracted or performed by WMATA forces) for the structures inspection QC engineering staff to ensure that the structural inspections are performed and documented accurately and comprehensively, so they may be relied upon to guide maintenance and capital program / renewal decisions.
