The Senior Manager, Learning and Development position at Washington Metropolitan Area Transit Authority offers a challenging and rewarding opportunity for an experienced and passionate Learning and Development professional to make a significant impact. MINIMUM QUALIFICATIONS

Minimum Education

  • Bachelor's degree in Adult Learning, Instructional Design, Psychology, Human Resource Development, Education, or a related field.
  • I n lieu of a Bachelor's degree, a High School Diploma or General Equivalency Diploma (GED) and four (4) years of professional experience in L&D strategy, designing, developing, planning, delivering, assessing and executing comprehensive L&D programs, project management and budgeting experience may be considered in addition to the below experience.

Minimum Experience

  • Seven (7) years of professional experience in L&D strategy, designing, developing, planning, delivering, assessing and executing comprehensive L&D programs. This includes experience in project management and budgeting. Also must include four (4) years of managing teams.
  • Preferred Qualifications

  • Master's Degree in Business Administration, Education, Human Resources, Instructional Design, Learning and Development, or Organizational Design or Effectiveness
  • Professional Human Resources Certification or Senior Professional Human Resources Certification
  • Excellent interpersonal skills with demonstrated experience in communicating, managing and influencing at all levels within a matrix environment.
  • Proven interpersonal skills with experience in effective communication, management, and influence across all levels within an organization.
  • Medical Group

    Summary

    The Senior Manager, Learning and Development (L&D) is responsible for the development and execution of L&D strategic initiatives and partners with internal leaders and third-party vendors to leverage and integrate learning programs and resources across the Authority. The incumbent collaborates with people at all organization levels and ensures the achievement of individual, functional and organizational goals. The Senior Manager ensures alignment with strategic business objectives and maintains high quality standards in instructional design and development for all methods of program delivery.

    ESSENTIAL FUNCTIONS

    Principal Job Duties

  • Leads the development and continuous improvement of a comprehensive learning and development strategy. Ensures strategic alignment of learning and development with business goals.
  • Conducts learning needs analysis using both structured and informal methods. Captures requirements across the Authority and identify current and future developmental needs at the individual and organizational level.
  • Manages the design and development of programs and curriculum, and partners with internal subject matter experts and / or external vendors. Defines training, learning, and development objectives.
  • Refines existing systems and processes and sets up new processes as required; builds and maintains relationships with third-party learning providers. Drives productivity and new technology usage / implementation.
  • Develops and implements a comprehensive communication strategy for learning and development programs. Aligns learning and development communication that produces a meaningful and cohesive message.
  • Manages the daily activities of direct reports. Oversees assignment of projects, validation of requirements, quality of work, and integration of interests and perspectives from all client groups, stakeholders and partners.
  • Optimizes the operations of the Learning Management System to serve the future learning needs of the organization.
  • Collaborates and manages L&D consulting partners for leadership development programs and ensures effective leadership development programs at all levels.
  • Designs and delivers remote and local training sessions using different learning formats and, where appropriate, cooperates with external partners.
  • Organizes and anchors the New Employee Orientation program to enable acculturation of new hires.
  • Stays abreast of the latest developments in learning trends, changes in learning theory, and developments in learning technologies.
