Metro is seeking a data-driven Human Capital (HC) professional with a passion for analytics in a fast-paced environment. Join our Department of Human Capital as a Senior HC Reporting Analyst and play a key role in transforming workforce data into actionable insights. The ideal candidate will be responsible for but not limited to: Developing and optimizing HC reports and dashboards using Oracle Fusion, PeopleSoft, Tableau, and Cognos; Analyzing workforce trends to drive strategic HC decisions; Ensuring data accuracy, security, and compliance; Presenting insight to HC leadership to enhance workforce planning and HC initiatives. The ideal candidate will bring the following but not limited to: Expertise in HC analytics & reporting tools (SQL, Excel); Strong analytical & problem-solving skills; and the Ability to communicate insights effectively to leadership.

Minimum Qualifications

Minimum Education
  • Bachelors degree in human capital, computer science, information technology, statistics, liberal arts or related field.
    • In Lieu of a bachelor's degree, a high school diploma or GED, plus four years of experience in reporting, data analysis and modeling with cloud based human capital management system or other HCM or Business Intelligence applications, may be considered in addition to the required experience listed below.

Minimum Experience
  • Five (5) years of experience in reporting, data analysis and modeling with cloud based human capital management system or Business Intelligence applications.

Preferred Qualifications
  • Five (5) years of HR experience
  • Experience developing insights from data, metrics, and statistical analysis and modeling using advanced tools.

Summary

The Sr. Human Capital Reporting Analyst functions as an expert for Human Capital analytics and proactively analyzes relationships between data. The Analyst builds and drives analytical capabilities using innovative methods to bring together data from various sources to identify trends, issues, and solutions. The employee engages business leaders in framing the right questions and then presenting the data in a way that is insightful. A key component of success for this position is driving and executing next generation data-driven workforce solutions that help drive business results and improve the employee experience at WMATA. The Analyst acts as a consultant to the organization in understanding the Human Capital data landscape and provide information on where data exists, what limitations there may be, and how to manipulate it in order to turn it into actionable information to inform business outcomes.

Essential Functions

Principal Job Duties
  • Creates simple to complex report queries in cloud based human capital management system to respond to ad-hoc reporting requests and testing hypotheses.
  • Ensures reports are comprehensive, accurate, timely, and relevant and reflect the most recent organizational changes. Ensure regularly scheduled dataset deliveries to customers are accurate and timely.
  • Applies statistical findings and communicates effectively with Human Capital stakeholders for Human Capital Reporting Data analysis and to enhance their understanding of metrics and reports.
  • Recommends measurements for Human Capital Reporting initiatives to determine value and effectiveness. Assists in the development, tracking and analysis of metrics and dashboards in support of period reporting. Analysis may include quantitative and qualitative, transactional / efficiency and human capital metrics.
  • Determines the mix of presentational tools (including dashboards) that will best deploy the information, to include traditional static, dynamic user generated, menu driven, and real time interactive. Confirms accuracy and effectiveness of presentation.
  • Consults with customers at all levels and across the business to elicit how new reporting requirements and output are to be leveraged. Ensures the appropriate data is provided within the requested timeframes, escalating when assistance is needed. Gathers functional requirements, maintain documentation, and develops project plans and status reports used for managing Analytics projects. Generates data-driven insights through partnership and collaboration with Human Capital partners and internal and external functional experts.
  • Maintains the Report Catalog and ensures data security and accuracy. Follows Standard Operating Procedures and Quality Control Processes for the creation and documentation of production reports and datasets. Understands the Human Capital Management data, assists in updating the data dictionaries as needed. Monitors the integrity of the Human Capital Management data through regular audits, troubleshooting irregularities, as well as partnering with the Human Capital Management Business Support and Human Capital Shared Services teams to research, correct discrepancies, and ensure compliance.
  • Participates in the design and execution of projects related to reporting and data. Contributes effectively to all key phases including needs assessment, project prioritization, project sizing, task execution, customer and partner communication, draft iterations, UAT, and finalization/roll out. Keeps the Human Capital Information Management leadership and customers informed on progress and include them in key decision making where appropriate.

Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
