Manager, Accounts Payable Marketing Statement:
The Accounts Payable Manager is responsible for overseeing the Capital Payment Review Team to ensure the accurate and timely processing of capital project payments and cost certifications. This role involves managing a team of analysts, collaborating with project managers and stakeholders, and maintaining compliance with internal controls and audit requirements. The ideal candidate will have strong leadership skills, a deep understanding of payment processing and auditing, and the ability to manage multiple priorities in a fast-paced environment.

Minimum Qualifications:
- A Bachelor's Degree in Finance, Accounting, Business Administration, or related field
- Seven (7) years of experience in accounts payable or financial operations.
- Two (2) years of supervisory or leading a team in a finance, accounting, or business operations environment.

Principal Job Duties:
- Manages the end-to-end accounts payable process, ensuring timely and accurate processing of invoices, expense reports, and vendor payments.
- Enforces Accounts Payable policies, procedures, and best practices to maintain financial integrity.
- Monitors Accounts Payable aging reports, resolve discrepancies, and ensure proper cash flow management.
- Manages and approve vendors, ensuring compliance with WMATA's requirements and tax regulations (e.g., W-9, TIN Match processing).
- Manages the capital project cost certification process end-to-end.
- Sets and communicates certification timelines, following up on past due items with project managers.
- Supervises, mentors, and develops a team of Leads, Senior Accounts Payable Specialist, and Analyst, recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, conducting performance evaluations, approving leave requests and time sheets, and ensuring appropriate subordinate training is provided.
- Assigns tasks, set performance goals, and provide coaching to improve productivity and accuracy.
- Fosters a collaborative and high-performance work environment.
- Prepares and reviews AP reports, reconciliations, and month-end close activities.
- Assists with internal and external audits by providing necessary documentation and explanations
- Implements internal controls to prevent fraud and mitigate financial risk.
- Tracks and analyzes key performance indicators (KPIs) to measure AP effectiveness and drive continuous improvement.
- Manages annual 1099 processing of nonemployee and miscellaneous compensation.
- Stays current with generally accepted accounting principles, internal procurement regulations, budgeting process, hardware and software components for personal computers.
- Presents monthly Accounts Payable processes (i.e. invoicing or cost certification) in Contracting Officer's Technical Representative sessions.
- Conducts trainings on the Travel Program ¿ Updates SOPs and Process Instructions annually.
- Reviews system and workflows (i.e. Procore, Concur, Oracle Fusion).
- Collaborates with stakeholders to streamline process efficiencies.
- Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
