This is not a hybrid opportunity. The successful candidate will be required to be onsite, Monday ¿ Friday, located at the Metro Building @ New Carrollton located in New Carrollton, MD.
MINIMUM QUALIFICATIONS
Education
- Bachelor's degree in an Engineering or Transportation Planning discipline
Experience
- A minimum of ten (10) years demonstrated experience in overall performance management.
Certification/Licensure
- N/A
Preferred
- Master¿s Degree in Engineering, Transportation, or Planning discipline
- Experience in a transit organization

Mission Essential Designation
In accordance with the Washington Metropolitan Area Transit Authority's Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.
Summary
The Director of Fleet Performance provides the leadership to drive performance-based management and continuous improvement for bus/rail rolling stock, non-revenue vehicles, and fleet supply chain management, in alignment with WMATA¿s strategic goals. The Director guides the fleet organization in establishing goals, developing measures, determining targets, allocating resources and evaluating results, to improve efficiency and performance while maintaining safety and reliability. The incumbent directs the development and implementation of all performance and process improvement activities and reporting, to measure value, ensure continuous improvement, and maximize the delivery of quality transit services within Operations. The incumbent assists the Chief Fleet Officer, Chief Operating Officer, and works closely with other senior leaders to meet WMATA¿s goals.
Job Duties
- Ensures the establishment of necessary reporting mechanism and data quality controls, directs the creation of internal reports and conducts regular report-outs to senior management on the results of Fleet performance and process improvement activities and the needs of Operations.
- Facilitates all Fleet performance target setting exercises with Fleet management.
- Establishes/supports development of standards for effective use of performance management practices and coordinated information management to treat quality data as a key asset.
- Oversees the planning, management, execution and tracking of Fleet process improvement initiatives.
- Drive efficiencies to create measurable results.
- Leads the charge to drive continuous improvement within Fleet management by identifying and executing initiatives which will have the greatest impact to performance.
- Provides the framework and supports the development of the Fleet Management Plans.
- Maintains close relationships with all Fleet management to drive support, buy-in, and promote transparency regarding operational needs.
- Guides staff of professional analysts and consultants in the use of collaborative processes to engage management in performance improvement initiatives.
- Proactively identifies and works to remove barriers that slow or prevent continuous performance improvement.
- Works collaboratively with peer leadership to ensure that communications between operating, maintenance, and program support areas result in the most efficient and safe bus and rail maintenance service.
- Creates a compliance culture within the Authority, identifying risks and taking actions necessary to eliminate or minimize risks.
- Manages all Fleet corrective action plans.

- Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
