Minimum Qualifications
Education
- Bachelor of Science Degree in Quality, Engineering, Business Administrative or Information Systems and Data Analytics, or a related field.
Experience
- A minimum of four (4) years of progressive responsibility and experience in a quality or engineering field as an Quality Manager or Quality Engineer in a manufacturing or industrial environment
Certification/Licensure
- N/A
Preferred
- International Organization for Standardization (ISO) 9001 equivalent certification such as the American Society for Quality, Certified Quality Manager Certification (CQM) within 2 years of hire is desired.

Job Summary
The Project Quality Manager oversees project quality plans and other quality documentation, pertaining to the management and oversight of the quality functions for New Railcar Programs Class 1 Vehicles OR New Class 2 Vehicles. The incumbent designs and develops methods and processes to support quality control, inspection and check lists, based upon strong engineering concepts that introduce quantitative measures that better determine the level of quality in relation to engineering design and specification criteria.
Essential Functions
- Using the Project Quality Plans and/or other quality documentation, manages and oversees the quality functions for New Railcar Programs Class 1 Vehicles OR New Class 2 Vehicles. Manages the quality program for the assigned project (e.g. 8K, Class 2 Roadway Maintenance Machines (RMM))
- Reviews, approves and provides disposition on the Original Equipment Manufacturer (OEM) (Car Builders OR RMM Builders) Quality Assurance Program (QAP), including all plans, procedures, and manuals, as provided in the contract, scope of work and technical specifications.
- Develops and maintains an audit schedule and performs audits of both the OEM (Car Builders OR RMM Builders) and of the OEM¿s audits on its subcontractors/suppliers, as provided in the Authority-approved QAP and the terms of the Contract, to assure that the OEM is following the quality plan and is in compliance with the technical specifications.
- Provides inspection and testing services in coordination with the engineering managers and the test managers at the car builders manufacturing facilities, the subcontractor facilities and the Authority's facilities, as appropriate.
- Oversees all testing performed under the terms of the contract and technical specification.
- Oversees the compilation and all updates of the Equipment History Books by the OEM (Car Builders OR RMM Builders as denoted within the Technical Specification.
- Oversees the Configuration Plan for the OEM (Car Builders OR RMM Builders).
- Assist with the oversight and the development of Training Manuals, Running Repair and Heavy Repair Manuals, Operator's Manuals, Illustrated Parts Catalogs and/or other technical documentation required in the contract, scope of work and Technical Specifications.
Other Functions
- Monitors contractor performance to ensure compliance with contract requirements and provides FTA required oversight of the quality plan. Performs periodic audits and verifies that the contractor is implementing and maintaining the quality plan
- Performs root cause and statistical analysis against audit finding discovered during quality control, inspection, and test procedures. Develops reports highlighting cause, formulates quality improvement strategies and implements solutions.
