MINIMUM QUALIFICATIONS
Minimum Education
-
Bachelor¿s degree in civil, Mechanical, or Electrical Engineering, or related field.
- In lieu of a bachelor's degree, a high school diploma with four (4) years of transit, maintenance, or other applicable industry, in addition to the experience stated below, will be considered.
Minimum Experience
- A minimum of seven (7) years of maintenance experience in telecommunications, signaling, rail transportation, or a related field, which includes at least four (4) years in a supervisory or lead capacity.
Minimum Certification/Licensure
- Possession of valid motor vehicle operator's permit

SUMMARY
The Superintendent, Communications & Signaling, oversees the planning, organization, coordination, and directs the Authority's operating and maintenance systems. The Superintendent, Communications & Signaling further assists Department leadership in accomplishing maintenance objectives.
ESSENTIAL FUNCTIONS
Principal Job Duties
- Provides effective leadership and operational management of communication and signaling activities to ensure comprehensive emergency preparedness and crisis management for their area of responsibility.
- Schedules and coordinates maintenance activities within the communications and signaling department for their area of responsibility.
- Manages the implementation of contingency plans in the event of an emergency and ensures that all WMATA systems are maintained at the highest operating Standards and in accordance with all regulatory codes. Ensures the availability of properly trained personnel and appropriate equipment for response.
- Organizes and executes responses to severe weather events (snow/ice, severe rain/high wind conditions, flooding, hurricanes, etc.) and operational emergencies on a system-wide basis to ensure proper preparation for seasonal and emergency activities.
- Reviews field operations information gathered from various report sources, to include equipment availability and reliability analysis, and takes actions to increase efficiency and effectiveness.
- Supports Department leadership with establishing and communicating operating rules and regulations and coordinates efforts with planning, developing, managing, and implementing policies.
- Ensures the safety of employees through enforcement and review of safety and security policies and programs through review and analysis of problems, making prompt corrections to hazards, and escalating to senior leadership when required.
- Supports coordination efforts to evaluate, develop, and effectively manage the implementation of preventive, corrective, and overhaul maintenance programs for all equipment maintained by the communications and signaling team. Ensures system infrastructure and equipment are in a state of good repair.
- Helps to prepare short and long-term forecasts for maintenance operational activities, budget, and other management purposes
- Provides review and feedback on Department maintenance plans and procedures.
- Develops and maintains performance plans and performs periodic performance appraisals of subordinate employees. Develops, reviews, and finalizes other human resources-related and other reports as required.
- Evaluates complaints and grievances with employees or their representatives and attempts to effectively resolve them in accordance with established employee relations policies.
Other Duties
- Demonstrates commitment to customer service improvements and meeting the Authority's vision.
- Ensures entry level and reoccurring training is delivered to provide employees the skills required for technical excellence.
- In accordance with financial guidelines, monitors expenditures to ensure budgetary targets are maintained and efficient operation.
- Develops, recommends, and implements strategic business plans and processes.
- Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
