THE POSITION

The Department

The Department of Information Technology Services (ITS) serves Washington County as an Internal Service Fund, providing outstanding IT solutions that innovate while maintaining financial stewardship of limited public resources.

The Administrative Team provides core functionality of day-to-day business operations ensuring the department team is fully supported in their roles and ensuring they can provide the highest level of service to internal customers. The administrative team consists of talented individuals who appreciate a collaborative, high functioning team dynamic driven to serve their community as a dedicated public servants.

The Position

ITS is seeking a Senior Financial Analyst to support a critical function within the County. This role is responsible for understanding and managing budgets, cost allocations, financial policies, and strategy around replacement, capital, and operational budgets. In addition, this role will work with and maintain multiple systems. ITS utilizes ServiceNowfor capital project planning, which must reconcile to the County's accounting and budget systems. Because this work will include transitioning to Workday for the County's ERP system, individuals with Workday experience are highly encouraged to apply. This role is a key partner to other County Departments and performs the following tasks:

  • Utilizes ServiceNow for ticketing, project planning, project tracking, reporting, and more to support budget development. This system must align with the County's systems of record; a strong ability to manage data, and develop and manage databases is critical.
  • Co-leads the budget process for ITS under the Senior Management Analyst, and in partnership with Finance and impacted County departments.
  • Participates directly in monitoring, controlling, and reporting on all aspects of budget management through the fiscal year.
  • Bills and allocates costs throughout the County for ITS, which involves a strategic and collaborative mindset and the ability to dive deep into details while being able to make decisions quickly and with a high level of accuracy.
  • Communicates effectively with key stakeholders on a broad range of issues of importance for the department.
  • Contributes to the development of customer facing materials, including general correspondence, policies, procedures, training, and presentation materials.
  • Manages year-end reconciliations for projects and capital determinations in partnership with Finance and other ITS staff, across systems.
  • Approves and researches releases, requisitions, and purchasing card transactions in alignment with the budget.
  • Works directly with functional managers to facilitate understanding of fiscal matters.
  • Acts as a key point of contact for department's business stakeholders on the broad range of fiscal matters.
  • Represents the department on committees and in meetings as needed.
  • May serve as backup to contract management for the Senior Management Analyst which requires collaboration with many County Departments and the ability to understand the budgetary impact to decision making.
  • May supervise administrative staff as backup to the Senior Management Analyst.

Ideal Candidate Profile

Knowledge Of

  • Public budgeting, fiscal management, and administration;
  • Governmental finance and accounting practices, principles, and procedures;
  • GAAP and GASB rules;
  • Principles, practices, methods, and techniques of financial analysis and forecasting;
  • Internal Service Funding models including full cost recovery approaches for capital costs, asset replacement costs, and ongoing operational costs.
  • System SME in Workday, Questica (cloud), ServiceNow a plus.

Minimum Qualifications

Education and Experience:

  • A Master's Degree in finance, accounting, economics, statistics, or a related field; AND two (2) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification; OR
  • A Bachelor's Degree in finance, accounting, economics, statistics, or a related field; AND four (4) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification; OR
  • An Associate's Degree in finance, accounting, economics, statistics, or a related field; AND six (6) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification; OR
  • Eight (8) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, of which at least four (4) years of this experience must be in the public sector and includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification.

Regular and limited duration full-time employees working 30 hours or more per week and job share employees are eligible for benefits beginning on the first of the month following employment.
