THE POSITION
The Washington County Department of Housing Services is currently recruiting for a full-time Senior Occupancy Specialist. This advanced-level position provides crucial support to our special purpose voucher programs, as well as to program staff within the department.
In this role, you will collaborate directly with program participants, landlords, community providers, and the general public. The Senior Occupancy Specialist will be responsible for preparing letters, memos and reports, as well as offering support and leadership to peers and staff members in delivering case management and services to participants. Key responsibilities include ensuring compliance with program regulations, facilitating communication among stakeholders, and providing guidance and support to both participants and staff.
Successful candidates will have skills and understanding about leadership and 'big picture' programs, as well as possess organization skills, mentorship experience, and a self-driven approach to work. They will also perform analysis of workflow systems and provide recommendations with solutions for improvement to management, conduct quality reviews and audits of client and computer files and reports, inspection reports, and work on special projects as assigned.

Minimum Qualifications
Education and Experience
- Possession of a high school diploma or equivalent; AND
- Three (3) years of work experience in housing programs, case management, residential services, or other social services.
- Possession of a valid driver's license and an acceptable driving record per Washington County Policy.
- Possession of Certification in the Housing Choice Voucher (HCV) Program through Nan McKay; OR Certification as a Specialist of Occupancy – Housing Choice Voucher (CS)-HCV) through the National Association of Housing and Redevelopment Officials (NAHRO).
- Must pass a criminal background check post-offer.

Selection Process
- Minimum Qualifications (MQ) Review: Human Resources will screen applications for MQs beginning the week after the posting closes. Additional preferred qualifications screening may be applied depending on the number of applications received. The timeframe to review will be the week of March 23, 2025.
- Subject Matter Expert (SME) Review: Your resume may be evaluated and scored by a panel of subject matter experts. Your total score for this examination will affect your placement on the eligible list (a list of candidates eligible for interviews). This process will begin the week of March 30, 2025 and may take up to 2 weeks.
- Panel Interviews: Our goal is to schedule oral panel interviews with candidates that successfully passed the SME evaluation step as soon as possible.
- Conditional Offer: A successful candidate will be required to successfully clear a third-party background check as a pre-employment condition and Oregon State comprehensive background check as a condition of continuous employment.
