Investigative Manager

Office of Disciplinary Counsel (ODC) – Washington State Bar Association (WSBA)

Salary Range : $ 94,385 to $ 94,385 Washington State Employee Benefits

FLSA - Full-time, Exempt

The WSBA's mission is to serve the public and the members of the Bar, to ensure the integrity of the legal profession, and to champion justice.

Purpose and Position Summary :

The Investigative Manager is responsible for managing the Office of Disciplinary Counsel’s Investigation team (comprised of Investigators, Senior Investigators, and an Investigative Analyst, all of whom are referred to interchangeably in these job specifications as “investigators”) under the direction of the Associate Director.

This position interfaces with other managers in the Office of Disciplinary Counsel regarding investigative needs and procedures.

The Investigative Manager also performs complex investigations involving violations of ethical rules by lawyers throughout Washington.

Primary Job Duties and Responsibilities :

Manages the Investigation Team

  • Supervises, trains, coaches and provides on-going performance feedback to the investigators. Assigns cases to other investigators, sets goals and timelines, conducts monthly caseload reviews, reviews investigative reports, provides training, guidance, and advice to ensure that the investigators understand ethical rules, scope, level of urgency and sensitivity of assignments, office procedures and management priorities. Finds ways to foster team building and cooperation among investigators with focus on sustaining a high level of team productivity and performance.
  • Plans, directs and oversees investigations assigned by Disciplinary Counsel to investigation team; tracks workloads and performance of investigation team; interfaces with Disciplinary Counsel and other ODC managers regarding investigator assignments, caseloads and priorities; and ensures that investigation assignments are documented in a timely manner consistent with departmental approaches and priorities. Participates in collaborative meetings with Managing Disciplinary Counsel to address roadblocks in investigations and implements strategies to move forward.
  • Develops policies and procedures related to the investigation team; creates and maintains detailed manual of procedures, including investigative report forms for documenting investigative activity. Collaborates with ODC management team to develop new initiatives and approaches, involving the scope of the investigator’s role and responsibilities, to increase departmental and investigation team efficiency.
  • Leads weekly meetings of the investigation team. Attends other department and management meetings as needed.
  • Understands and applies all discipline and office rules, policies and procedures in managing investigation team.

Performs investigations

  • Performs detailed investigations to determine if lawyers have engaged in ethical misconduct, including investigations involving complex financial schemes and transactions, as well as high profile and sensitive issues. Conducts interviews; writes clear, complete and organized reports; conducts research; and collects and analyzes records, including bank records. Prepares timelines and visual graphics to efficiently present investigative results.
  • Drafts declarations, conducts surveillance or other activities to locate persons, and travels in connection with these activities. Demonstrates ingenuity and resourcefulness in collecting and assembling data and facts. Evaluates evidence gathered to arrive at sound conclusions.
  • Orally presents information, including recommendations regarding investigative focus and needed steps to establish ethical violations to Disciplinary Counsel and others in a clear, concise and impartial manner.
  • Applies all discipline and office rules, policies and procedures in conducting investigations.
  • Manages caseload efficiently to ensure timely completion of investigations.
  • Testifies at hearings as requested, participates in depositions, serves subpoenas.
  • Other duties as assigned

  • Supervises and / or performs special projects as assigned, to include developing and implementing security protocol and procedures to address safety concerns involving ODC staff, including conducting preliminary threat assessments and recommending action plans, and service on organizational and inter-departmental teams as assigned by the Director.
  • Education Required :

  • Bachelor’s degree or equivalent experience, management skills involved in the supervision / management of direct reports.
  • Education Strongly Preferred :

  • Law degree, criminal justice degree, or other police, military or civilian investigation training is desirable but not required.
  • Experience Required :

  • Minimum of seven years investigating, practicing law, or engaging in similar work that involves interviewing, writing, familiarity with the legal system and analyzing complex factual and legal issues.
  • Proven experience directing and / or supervising others
  • Knowledge of wide range of investigative tools regarding accessing public information, finding property, vehicle and corporate records, techniques for finding missing persons, etc.
  • Experience Strongly Preferred :

  • Familiarity and experience with complex financial investigations and / or computer forensics.
  • Experience with security planning and threat assessment.
  • Exposure to wide range of legal matters.
  • Experience working with and / or creating procedures for investigators or other employees.
  • Competencies (Skills / Abilities) Required :

  • Ability to supervise others and deal with wide range of personal styles in a high stress environment.
  • Ability to prioritize and make decisions in managing own caseload and caseloads of other investigators.
  • Extensive knowledge of complex investigations, including the effective use of investigative tools.

  • Possess a Vehicle (dependable transportation); proficient in the use of computer equipment, smart phone, recording equipment.

  • Proficient in Microsoft Office and 365 within Windows, with a strong technical aptitude to quickly learn others (including WSBA’s existing systems).

  • Working Conditions :

    This position, while primarily remote, must be flexible to work in office, and also travel within WA state as deemed necessary, or as required. This position may also have the option to work in-office. For remote work, must have an adequate home / work environment and internet access, for performing work of a highly sensitive and confidential nature.

    Employment with the Washington State Bar Association mandates that WSBA Staff must reside within the State of Washington at the time of hire, and during active employment status.

    The essential functions of the job that must be performed, with or without a reasonable accommodation : This position must be able to regularly work five days per week in an office type environment (remote or in office), possess the ability to primarily sit / stand and use a computer, and lift / push / pull items weighing up to 25 pounds. Must be able to operate a computer keyboard, and other standard office equipment (e.g., printer / scanner / fax / telephone). This position must be able to read, write, and speak with others in English.
