Here is a unique opportunity to join the Factory Assembled Structure (FAS) program and help us keep Washington safe and working.

As an FAS Plan Examiner 2, this position provides for public safety by reviewing plans for manufactured homes, mobile homes, modular buildings, commercial structures, commercial coach trailers, mobile vendor/medical units, recreational vehicles and temporary worker housing for compliance with state laws and regulations, national regulations, codes and standards. Conducts factory inspections and audits in other states and internationally.

You will have the opportunity to conduct inspections of building structures, constructed in factories, for conformance to the codes adopted by the Washington State Building Code Council. This position also performs Recreational Vehicle (RV) and Repetitive Manufacturing (RPT) manufacture audits and prepares reports related to the approval of these structures. In addition, you will interact with the public, industry professionals, and internal consumers, related to building codes, plan review and inspections.

Duties

Some Of What You Will Do

  • Perform plan reviews on buildings, trailers and vehicles regulated by the Factory Assembled Structure program to assure compliance with state rules and laws.
  • Write plan review reports to manufacturers, contractors and owners listing deviations from rules and laws, and notifying the applicant of the action necessary to obtain department approval.
  • Approve and issue plans and enter relevant information into the FAS program database and spreadsheets.
  • Verify that all required plan review and insignia fees due to the agency have been paid before issuing approved plans or insignia.
  • Conduct factory inspections on buildings, trailers and vehicles regulated by the FAS program to ensure compliance with state laws and rules, national regulations, codes and standards related to fire/life safety, structural plumbing, electrical, and mechanical and energy code requirements.
  • Provide complete and accurate inspection reports, factory permits and invoices for all inspections performed, listing all deviations found, corrections approved and inspection fees due to the agency.
  • Participate in meetings and discussions with various consumers, industry professionals, stakeholder groups, and department staff, providing assistance as it relates to interpreting factory assembled structure regulations and related statues, codes and standards.
  • Provide, training for installer certification, manufacturers, building departments and FAS Inspectors.
  • Interpret applicable factory assembled structure codes, standards, laws and regulations. Answer questions and provide information to manufacturers, industry representatives, local government representatives, and members of the public.
  • Conduct audits of manufactured home factories, audit of RV/PMRV factories and inspection of individual RV/PMRV units.
  • Documents and ensures compliance by entering all inspection results into the agency computer systems, follows up on written corrections and works within the agencies rules and policies to abate code violations.

Qualifications

Required:

Five (5) Years Of Experience

At journey-level in the building construction trades/craft(s) such as a licensed plumber or electrician, including one year of experience, in an official capacity, reviewing and approving building plans for construction;

OR

As a plans examiner or commercial building inspector with a governmental jurisdiction.

OR

As a supervisor of building construction in the manufacture or inspection of manufactured homes, factory built commercial buildings, commercial coaches, factory-built housing, RVs, PMRVs, conversion vendor units, mobile medical units or factory built temporary worker housing.

College training in structural, electrical or mechanical engineering or architecture may be substituted, for a maximum of two years of the five years of experience.

Certification by the International Code Council as a building plans examiner, building official or building inspector.

OR

Five (5) years' experience in Modular, Manufactured Home or RV factories or industry.

In Addition

  • Must possess a valid unrestricted driver license in order to perform the duties and responsibilities of the position.

Preferred/Desired Qualifications

  • Current Building Inspector Certificate issued by International Code Council.
  • Current Building Plans Examiner Certificate issued by International Code Council.
  • Journey level trades license (such as electrical or plumbing).
  • Engineering or Architecture License.
  • Knowledge of RCW's, WAC's, standards and codes relevant to electrical construction, plumbing construction and contractor registration, and the ability to apply these on the job.
  • Knowledge of International Building Codes as adopted by the State of Washington.
  • Ability to read and interpret blueprints and apply applicable codes, rules and regulations; explain technical requirements to professionals, laymen and other stakeholders; meet and deal effectively with others; prepare clear and concise reports.

For this position, telework is permitted full time dependent upon business needs. The assigned duty station for this position could be within any of our service locations in Washington.
