The Division of Behavioral Health and Recovery (DBHR) is looking for a Behavioral Health Data Translation Manager to oversee important behavioral health data activities. In this role, you’ll work closely with data experts, program staff, and division leaders to turn data into strategies that improve mental health, substance use disorder treatment, and recovery services across Washington. You’ll lead a small team and provide advice to leadership, helping to make informed decisions that benefit the community. About the division:

The Division of Behavioral Health and Recovery (DBHR) at HCA is responsible for administering prevention, treatment services, and recovery support delivery systems for community mental health, substance use disorder, and problem gambling. DBHR-administered programs serve children, adults, and their family members who are experiencing severe and persistent mental illness, are experiencing alcohol or substance use problems, are at risk of developing a substance use disorder, or a combination of these issues. DBHR works across the behavioral health continuum in Washington State in order to bring operational elements such as medical assistance, substance use disorder treatment, and mental health services into closer working relationships to serve Washingtonians more effectively and efficiently.


About the position:

Within the Division of Behavioral Health and Recovery (DBHR), the Behavioral Health Data Translation Manager is responsible for strategic oversight of critical behavioral health data associated activities and serves as liaison between HCA analytical resources, programmatic and clinical experts in DBHR, and division leadership. This position supervises a small team of highly skilled experts and reports directly to the Deputy Director of Operations within DBHR.


This position is eligible to telework and is typically not required to report on-site.
The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.


Duties

Some of what you will do:


  • Provide expert-level data translation across the behavioral health data lifecycle.
  • Identify key findings from behavioral health data, analytical resources, and data products.
  • Work with stakeholders and partners to identify critical decision points.
  • Synthesize disparate sources of information into coherent options for decision-makers.
  • Assess and provide high-level analysis of programmatic, regulatory, and policy needs related to behavioral health data.
  • Surface and communicate issues requiring senior leadership input.
  • Develop and recommend strategic solutions to leadership.
  • Devise innovative solutions to complex behavioral health data challenges.
  • Translate complex information into plain language, including technical resources such as data dictionaries, measure definitions, and data systems.
  • Provide subject matter expertise on behavioral health data, focusing on statewide data collection and reporting standards.
  • Develop strategies to improve behavioral health data collection, quality, and reporting processes.
  • Represent DBHR’s data-related policies, priorities, and interests across HCA and with external partners.
  • Provide guidance to DBHR program initiatives and support cross-divisional strategies.
  • Hire, mentor, supervise, train, and coach team members.

Qualifications



Required qualifications:

Qualifying candidates will meet one of the following criteria options:


Option 1
:

Master’s degree or PhD in health behavior, epidemiology, health sciences, public health, or related field and five (5) years of the required experience below


Option 2
:

Bachelor's degree in a field listed above and seven (7) years of the required experience below


Option 3
:

11 years of the required experience below


The required experience includes the following:


  • Data translation, monitoring and evaluation, quality management, or a (quantitative) decision support field
  • Experience in behavioral health policy and/or treatment services
  • Experience as a manager, supervisor, and/or organizational leader


Preferred qualifications:

  • Experience with behavioral health service delivery systems, publicly funded health systems, or similar policy areas at the state government level.
  • Experience with quantitative analytics and structured problem-solving in a public policy or research context.
  • Proficiency in quantitative analysis using tools such as SQL, SAS, R, and related software.
  • Experience with best practices for data visualization design and communicating data products effectively.
  • Experience representing organizations and research to diverse stakeholder groups, including academics, public service leaders, and non-technical audiences.
  • Experience communicating complex analytic information to non-technical audiences.
  • Ability to serve as a conduit between technical data experts, policy experts, and organizational decision-makers.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Dependent care assistance allows the employee to save pre-tax dollars for a child or elder care expenses.

The Washington State Employee Assistance Program promotes the health and well-being of employees.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
