The Operations Research Specialist (ORS) serves as the agency performance reporting technical expert for complex data transformation and analysis and is responsible for ensuring the integrity and high quality of HCA’s performance measurement system. This position collaborates with all levels of the agency to assess and identify data needs, design and develop complex analytical reports, , queries, workflow automation, and visualizations of process metrics necessary to support various agency programs and initiatives, to inform decision making, and resolve business issues and concerns. The position requires advanced expertise in Power BI and proficiency in relevant programming languages.

About the division:
The division of Clinical Quality and Care Transformation (CQCT) makes clinical policy decisions to guide health care coverage, to maintain quality standards, ensure evidence-based practices for our clients’ healthcare, and to support statewide care transformation. This position is located in CQCT’s Data Team (DATA) which is responsible for and overseeing the implementation, maintenance, and enhancement of data management, analytics, and reporting systems that support HCA's mission and objectives. The Performance Reporting Office's data products are essential for improving and monitoring operational and program performance, ensuring accountability, and aligning the agency’s activities with its goals.

About the position:
This Operations Research Specialist (ORS) provides leadership and expert-level consultation in sustaining the monitoring system, including researching, planning, communicating, conducting data analysis, and evaluating business processes and reviews design documents, identifies potential issues, and provides recommendations for the most effective solutions. This position ensures the quality and integrity of the Results HCA datasets, which are vital for operational, state, and federal reporting. By collaborating closely with both business and technical teams across HCA, this expert-level position ensures that data quality issues are addressed efficiently and that updates to the Results HCA system are accurately reflected in automated workflows.

This position is eligible to telework and is typically not required to report on-site.
The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Duties

Some of what you will do:
  • Perform novel research supporting HCA business needs and design, develop and maintain complex and original data models and reports using Power BI and Power Automate.
  • Design original methods, research, and processes including creating data models and performing research activities spanning the development, design, implementation, maintenance and modification to support agency priorities.
  • Develop original reports, data sets, and perform original research for HCA business areas, state agencies, Results HCA, Results Washington, Washington State Institutional Review Board (WSIRB), or Public Disclosure Requests (PDRs).
  • Develop and enhance complex analytical reports and datasets using Power BI, Power Automate, R, and/or SQL from the Data Warehouses.
  • Design, analyze, and lead performance monitoring projects.
  • Serve as the agency expert for technical aspects of performance reporting, Power BI, and Power Automate.
  • Design, develop and enhance visualizations/dashboards using SQL, R, Power BI, and/or Tableau, as needed for research and analytical purposes.
  • Devise and test solutions for all reported issues, including unprecedented performance and technical issues.
  • Identify and address data quality issues.
  • Perform code review and peer review for other team members as part of the established Quality Assurance process.
  • Lead meetings with requestors, data owners, vendors, and team to identify customer analytics and data needs.

Qualifications

Required qualifications:
Required Skills:
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
  • Ability to explain complex or technical information using plain language, ask clarifying questions, and clearly and concisely emphasize key points.
  • Able to work independently and as part of a team.

Qualifying candidates will also meet one of the following criteria options:

Option 1:
  • PhD from an accredited college or university in health administration, public administration, public health, statistics, mathematics, data science, computer science or a related field.
  • Two (2) years (full-time equivalent) of professional experience in three or more of the following areas:

1. Working with complex data and a large data warehouse,
2. Writing Power BI queries, optimizing performance,
3. Developing reports using Power BI or equivalent software,
4. Utilizing testing methodologies,
5. Designing, programming and/or maintaining computer software applications
6. Experience with programming languages such as SQL, R and/or Python

Option 2:
  • Master’s degree from an accredited college or university in health administration, public administration, public health, statistics, mathematics, data science, computer science or a related field.
  • Three (3) years (full-time equivalent) of professional experience in three or more of the areas listed in option 1.

Option 3:
  • Bachelor’s degree from an accredited college or university in health administration, public administration, public health, statistics, mathematics, data science, computer science or a related field.
  • Five (5) years (full-time equivalent) of professional experience in three or more of the areas listed in option 1.

Option 4:
  • Nine (9) years (full-time equivalent) of professional experience in three or more of the areas listed in option 1.
Preferred qualifications:
  • Experience with Power BI, Power Automate, and data warehouses.
  • Experience with any helpdesk ticketing system.
  • High level of workload management including organization and prioritization of tasks.
  • Ability to work effectively in a multi-disciplinary team.
  • Excellent written and verbal communication skills.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Dependent care assistance allows the employee to save pre-tax dollars for a child or elder care expenses.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
