About the Position:
The A Central Computerized Enforcement Service System (ACCESS) Section provides Federal Bureau of Investigation (FBI) required user, Originating Agency Identifier (ORI) and device management, training, and performance auditing for all terminal agencies and users (criminal justice agencies, non-criminal justice agencies, and users that use the ACCESS system) within Washington state. Staff members act as subject matter experts for the Section providing education, audits, guidance and interpretation based on the federal standards. They manage and validate certified users and agency ORI and devices ensuring appropriate usage and security for the terminal agencies and devices. This position supports the mission by managing the program standards of system security, personnel security, training certifications, performance auditing, and providing subject matter experts for our criminal justice and non-criminal justice users. It supports positive solutions for terminal agency compliance to the applicable federal standards.
This position interacts with state, city, county, federal, and tribal criminal justice and non-criminal justice agencies. This position provides the tools for user agencies to meet the requirements of their agreement with the WSP to use the ACCESS terminals and for NJCA access to CHRI. The standards are provided by the FBI. This position provides the audit, training, and user management to effectively use the terminals and NCJA agencies in compliance with the FBI standards.This position interacts with state, city, county, federal, and tribal criminal justice and non-criminal justice agencies. About the Division:
The Criminal Records Division (CRD) is comprised of four Sections: Collision Records Section, ACCESS Section, Identification and Background Check Section, and Criminal History Records Section.
The Washington State Patrol provides services for both criminal justice and non-criminal justice purposes and is also responsible for maintaining the statewide repository for fingerprint-based criminal history record information (CHRI).

Duties
WSP is currently seeking a Criminal Identification Coordination Specialist (CICS) to join the Criminal Records Division in Olympia, WA.
Our new teammate will be able to:
- Conducts performance audits of user agencies to ensure compliance with FBI and State standards related to the use of criminal history dissemination, submission of fingerprints to the state and FBI, chain of custody of records, written procedures, and state agreements in place for Livescan to WIN AFIS and remote sites agreements.
- Reports findings to agency executive management, and follows up on ACCESS business, technical security, non-criminal justice, and National Data Exchange (NDEX) audits.
- Reviews criminal history logs and reports to terminal agencies their compliance issues and ratio prior to their business audits.
- Conducts yearly WSP Law Enforcement Information Network Exchange (LINX) audits of all internal LINX users, compiles findings, reports completion and any audit findings to supervision.
- Manages the certification training for 20,000 terminal users in Washington that must be completed initially then reaffirmed biennially.
- Manages all training presentations both for regional training and online, creates and manages test banks, and administers the training application to maintain all training certifications.
- Manages additional biennial training certifications for Terminal Agency Coordinators (TACs). Provides training to users on the National Instant Criminal Background Check System (NICS) requirements.
- Manages user authorization within two databases ensuring training records are maintained accurately, permissions and authorizations are provided according to the user's job duties, userID and passwords are issued, and information is updated as reported by terminal agencies.
- Manages Originating Agency Identifier (ORIs) and devices within ACCESS. Certifies agencies as criminal justice agencies.
- Assigns ORIs, disables, retires, and validates within the ACCESS switch, the Washington Crime Information Center (WACIC), National Crime Information Center (NCIC), International Justice & Public Safety Network (NLETS), and the ORI management via Omnixx Console database.
- Manages agency updates within the multiple databases and repositories for address and contact information.
Qualifications
Required Qualifications:
- Must possess a valid, unrestricted Washington State Driver's License or able to obtain one within 30 days of employment.
- Must be able to travel throughout the State up to 50% of the time.
- Associates Degree OR- two years’ experience working in a records entry or dispatch position in a Washington state criminal justice agency, two years as a business auditor, or a combination of all adding to two years’ experience.
- Effective presentation, customer service, and communication skills, both written and verbal.
- Ability to provide professional, tactful, thoughtful communication with a team, peers, and customers.
- Knowledge of local, state, and federal criminal justice systems and business practices.
- Proficiency with multiple software programs including Microsoft products (i.e. Word, PowerPoint, Publisher, Outlook, and Excel).
- Successful completion of a pre-employment polygraph examination and background investigation.
