About the Division:
The Fire Prevention Division (FPD) is active in providing a variety of Fire Protection services including all risk mobilization, fire inspections on licensed care facilities, plan review of schools, data collection, analysis, hazardous materials training, and the licensing and certification of the fire sprinkler, fireworks, and cigarette industries to both public and private sectors. These sections provide planning, training, and technical assistance for firefighters and emergency responders who are mobilized for statewide emergencies such as hazardous materials, earthquakes, nuclear facilities, as well as other high-risk situations.

Duties
The Deputy State Fire Marshal (DSFM) is responsible for research, development, maintenance, revisions of standards, and day-to-day work and oversight of assigned program objectives in accordance with the policies and procedures of national accreditation entities, agency policies and standards, and division/section procedures.
This position develops procedures for review and final adoption in compliance with accreditation entities to meet evaluation and accreditation requirements. The position also develops and provides testing requirements to evaluate occupational competencies, assisting in designing certification examinations, performing statistical test analysis and test validation.
The DSFM will coordinate the development and maintenance of the firefighter certification database by managing the firefighter certification test item bank, produce, and maintains a confidential inventory of certification exams, and facilitates the scoring of exams and reporting of exam results. This position also provides technical support to test personnel, coordinates and participates in technical advisory groups who aid in the enhancement and oversight of the test personnel and firefighter certification programs and maintains test administration personnel records.
This position participates day-to-day activities within the program, including test grading, data entry concerning testing data, and other duties to ensure timely customer service.
This position makes recommendations for necessary program improvements.
This position supports Emergency Operations Center and field response functions during fire mobilization events.
This position represents the Fire Protection Bureau to external stakeholders and other groups at meetings pertaining section programs as assigned.
This position reports to a Chief Deputy State Fire Marshal.
Qualifications
Required Qualifications:
- Must possess a valid, unrestricted Washington State Driver's License or able to obtain one within 30 days of employment.
- High School diploma/ GED or the equivalent.
- Demonstrated ability communicate effectively, both verbally and in writing.
- Demonstrated organizational and time management skills.
- Demonstrated knowledge and ability to apply agency policies and procedures as they apply to assigned duties.
- Demonstrated ability to use agency software applications including PowerPoint, Excel, and Word.
- Demonstrated project management experience.
- Minimize accidents within the workplace: carefully organize the personal workspace to minimize the likelihood of an accident or other incident/unsafe condition.
- Successful completion of a pre-employment polygraph examination and background investigation.
- Employee must successfully pass and obtain the ICC Fire Inspector 1 certification within 6 months of employment; must successfully pass and obtain the ISFAC or Pro Board accredited NFPA Fire Instructor 1 within 1 year of employment
