About the Division:

The Criminal Records Division (CRD) is comprised of four sections: Collision Records, ACCESS, Identification and Background Check Section, and Criminal History Records Section. The Criminal Records Division manages the collection and dissemination of criminal justice information and provides complete, accurate, and accessible criminal history in the interest of public safety. This position supports the organization’s mission by receiving electronic disposition entries into the Washington State Identification System (WASIS) criminal history database from court systems. The position uses available resources to research open dispositions to ensure complete and accurate criminal history record information (CHRI) for dissemination upon request to law enforcement, criminal justice agencies, public and private sector employers, and the general public.

About the Position:

The Management Analyst 5 position reports directly to the Assistant Division Commander and supports the organization’s mission by overseeing the operations of the Records Completion Unit (RCU) including scheduling, supervising, training, evaluating, and reviewing the key work activities and essential functions of the employees assigned to this unit.

Duties

Our new teammate will be able to:

  • Provide day-to-day supervision of program staff to include evaluation, workflow assessment, delegation, shift scheduling, modifying work performance standards, providing leadership, disciplinary action, and termination recommendations.
  • Interview and select applicants for positions within the section.
  • Make recommendations to executive leadership on personnel matters.
  • Attend at least one Bureau level Strategic Advancement Forum (SAF) annually.
  • Attend all Division level SAFs.
  • Attend and participate in Division employee recognition events.
  • Compile content for unit contributions to Division newsletter.
  • Participate in developing strategies for the use of resources, defining needs and priorities, long-range planning, and setting goals and objectives.
  • Monitor proposed changes in business operation requirements, laws, policies and procedures.
  • Write or draft correspondence, reports, documents, and/or other written materials as needed.
  • Lead and implement process improvements as related to work unit.
  • Work with outside organizations, both state and federally, to monitor internal proposals and identify potential changes to programs and policies.
  • Federal grant project design and implementation.
  • Develop policies and procedures for grant work.
  • Monitor performance measures and budget.
  • Analyze business and technology needs.
  • Coordinate functional requirements of CHRS with ITD resources.
  • Identify problems and analyze/evaluate operating deficiencies.
  • Perform duties using various programs and office equipment, including but not limited to word processing, spreadsheets, email, internet, printers, photocopiers, and scanners.
  • Enter data into computer systems and retrieve, delete, and modify previously entered data.
  • Ensure that state records are protected and processed under Washington State RCW and Criminal Justice Information Services (CJIS) Security Policy rules
  • Maintain accurate records.
  • Provide guidance to staff on entries.

Qualifications

Required Qualifications:

  • Must have a High School Diploma or GED equivalent.
  • Three years maintaining or processing offender records in an adult correctional, criminal justice, or law enforcement agency.
    • College level course work in criminal justice, business administration, accounting, social science, or a related field will substitute one year of experience.
  • Demonstrated leadership capabilities.
  • Proficiency with multiple software programs including Microsoft products (i.e. Word, PowerPoint, Publisher, Outlook, and Excel)

Conditions of Employment:
  • Must satisfactorily complete a background investigation including a polygraph examination.
  • Ability to obtain A Central Computerized Enforcement Service System (ACCESS) Level 1 certification within six months of start date.
