About the position
The WaTech Finance group provides financial management services to all managers and staff within the agency. These services include rate setting, business analysis, accounting, budgeting, fiscal data and information development. The staff in the Finance group also works collaboratively with each other in the areas of budgeting, billing, accounts payable, accounts receivable, payroll and general ledger accounting. This position reports to the Accounting Manager.
Duties
Some of what to expect with this role:
- Perform analysis to ensure accuracy by managing vendor billing contracts and performing collections, including making recommendations to management concerning payables.
- Review, analyze and interpret Accounts Payable transactions, records and reports.
- Analyze a variety of vendor payments such as A-19 vouchers, invoices, purchase card, and monthly accrual transactions are in compliance with applicable federal, other state agencies, WaTech, and unit requirements, policies and procedures.
- Maintain and monitor vendor contracts to ensure the invoices and payments comply with the contracts.
- Review and audit accounting on contracts to ensure fiscal compliance when processing payments.
- Review vendor invoices to ensure appropriate documentation such as approved purchasing documentation, receiving reports in the Procurement Request System (PRS), or other payment authorizing documents.
- Analyze the accuracy and completeness of payments and accrual documents such as dollar amount, agency financial account coding, vendor and fiscal period.
- Review and analyze vendor invoices to ensure appropriate taxes are assessed.
- Review payments to avoid loss of early payment discounts, and/or disruption or suspension of services.
- Review purchase card reimbursement requests to ensure appropriate documentation, such as approvals, receipts, log, and other supporting documentation to ensure compliance with state guidelines rules and regulations and WaTech policy.
- Assist vendors and internal programs in resolving discrepancies between invoiced amounts and receipted goods.
Qualifications
Here’s what we’re looking for:

Six years of accounting experience, such as accounts payable and accounts receivable. This must include:
- One year experience with MS Office products, including Excel spreadsheets, and formulas such as pivot tables, charts, vlookup, if/sumif.
*A bachelor's degree in accounting or business administration may substituted on a year-for-year basis for up to four years of the required experience.*
Preference may be granted to applicants with the following:
- Two years accounts payable experience in a state governmental environment.
- One year of experience applying Generally Accepted Accounting Principles (GAAP), handling general ledger accounting, accounts payable, or accounts receivable or revenue management.
- One year experience comparing and analyzing financial data, identifying issues, challenges and trends.
- One year of experience with accounting financial and reporting systems.
- One year of experience with a procurement or similar systems.
Supplemental Information
Telework:
This position is approved for teleworking. However, it has a twice per week onsite requirement. The Finance Accounting unit service business hours are Monday-Friday, 7 a.m.-4 p.m.
