SUMMARY DESCRIPTION

Under general direction, administers, supervises and coordinates activities of workers, plans, coordinates, schedules, inspects and supervises the repair work and preventive maintenance of the heating, ventilation and air-conditioning (HVAC) systems and their related components District-wide; performs senior journey level maintenance and repair work of the HVAC systems; trains District employees in the operation, repair and maintenance of the HVAC systems; and maintains operational and administrative records and reports. Incumbent performs related work and special assignments as required.

EXEMPLARY DUTIES / RESPONSIBILITIES

Plans, coordinates, schedules, inspects and supervises the work activities of Mechanical Technicians, HVAC Controls Technicians, Maintenance Technician III's and Preventative Maintenance Technicians as assigned. Assists in providing HVAC technical training to other District employees and Maintenance Tech II's and SFC's at the high schools.

Evaluates and interviews prospective employees for department and ; makes recommendations concerning personnel activities such as hiring, promotion, disciplinary measures and dismissal; evaluates work performance; oversees and coordinates work assignments; maintains administrative, operational and personnel records and reports; reads and interprets policies; and provides technical guidance and training in the development of departmental standards for the repair and preventive maintenance of HVAC systems and in the procedures and use of improved techniques and materials.

Takes responsibility for and performs senior journey level tasks associated with the repair and preventive maintenance of HVAC systems District-wide; develops and implements work methods, procedures and programs for the repair and preventive maintenance of HVAC systems; plans and coordinates completion of work with other Facilities Management personnel and outside contractors; coordinates work with school activities and other District personnel; reviews and inspects work by maintenance personnel and outside contractors for compliance with specifications, plans, codes and departmental standards and approves or disapproves its completion; assists in preparing shop budgets; obtaining project quotes from vendors; preparing and maintaining related operational records and reports; establishing and maintaining effective working relationships with those contacted in the course of work. Estimates applicable materials, methods, costs and labor requirements; and orders supplies and maintains an inventory of supplies, equipment and parts.

Evaluates and prepares recommendations and specifications for new products and equipment; ensures that safety and hazards precautions are followed; and insures proper maintenance of tools, equipment, and shop facilities. Review plans for new schools; assist with development of construction standards to provide a better finished construction product. Evaluates and audits energy management reports. Helps arrange inspections and training at new construction projects in conjunction with Capital Projects. Manage large district wide HVAC maintenance projects. Assist with Energy Analysis Studies. Identify prioritize equipment repair(s) and replacement needs through WCSD's Facilities Inspection System (FCIS). Maintains records and reports of water treatment for cooling towers, chillers, boilers, and hydronic systems throughout the district.

May be required to physically perform AHERA Class III disturbances to asbestos containing building materials as directed in accordance with all applicable federal, state, and local regulations. May be required to physically perform OSHA lead remediation in accordance with all applicable federal, state and local regulations. May be required to physically perform mold remediation in accordance with all applicable federal, state, and local regulations.

EMPLOYMENT STANDARDS

Education / Experience : Any combination of education and experience that would provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills could be :

  • Five years of varied journey level experience with building heating, ventilating, air-conditioning (HVAC) systems, boilers, and their associated controls preferably with one year of supervisory experience.
  • Equivalent to completion of a recognized building HVAC apprenticeship program or graduation from an accredited trade or technical school with major course work in building HVAC systems, boilers, and their controls.
  • Three years of verifiable work experience under a licensed contractor performing varied and complex HVAC, boilers and their associated controls installation, maintenance, and repair activities.

Knowledge of : Techniques, procedures and tools used for advanced journey level mechanical maintenance and repair of HVAC systems, boilers and their associated components and controls; State and local codes and regulations applicable to installation, maintenance and repair of HVAC systems and boilers; knowledge of Energy Management Systems (EMS) and Direct Digital Controls (DDC); and related hazards and safety precautions.

Skilled at : Working independently; training, coordinating, supervising and evaluating personnel performing all levels of HVAC and related equipment maintenance and repair; performing manual labor; understanding and carrying out verbal and written instructions; interpreting and applying applicable codes; reading and interpreting technical manuals, blueprints and specifications; preparing working sketches; making estimates of materials and labor costs; obtaining project quotes from vendors; preparing and maintaining administrative, operational and personnel records and reports; computer skills in Microsoft Office Products; communicating effectively verbally and in writing; establishing and maintaining effective working relationships with those contacted in course of work.

Special Requirements : Working hours may include evening and weekends as required. May be called upon on off-hours for school emergencies, such as burglaries, vandalism, fires, snow removal, equipment failures, flooding, etc. Applicants will be required to pass physical and full mask or half mask respirator fit test(if able) under this requirement, the employee may not be able to have certain facial hair, like beard, long sideburns or mustache that may interfere with the passing of the fit test. The HVAC Shop Supervisor will be required to do attachment and penetration of asbestos and lead containing materials.

Physical Demands : This work requires considerable and strenuous physical exertion, such as frequently climbing of tall ladders, lifting heavy objects over 60 pounds, pushing balancing, stooping, kneeling, crouching, or reaching, crawling in restricted areas. . Must have the ability to enter all areas of a facility including attics and crawl spaces. To some extent, the frequency or intensity of physical exertion must also be considered.

Licenses / Certificates : Possession of a valid Nevada State Operator's license with a driving record acceptable to the district.

Certification :  Environmental Protection Agency (EPA) Certification; Universal Certification will be required within the probation period.

Certification :  AHERA 16-hour asbestos training. Asbestos certification will be required within the first 12 months of employment. The employer will provide training.

Certification :  OSHA Lead Action 8-hour Training. Certification will be required within the first 12 months of employment. The employer will provide training.
