Permanent Position for:Safety and Occupational Health Specialist – GS-0018-07/09/11

This is a Permanent appointment.

Salary Range: $50,464 - $97,086 per annum

Duties: Schedule, perform, and monitor, inspections of laboratories, offices and manufacturing shop areas to identify and evaluate risk potential. Direct a variety of safety management functions in the safety program areas of accident prevention and control, accident investigation, reporting and analysis safety education and promotion. Develop safety procedures with Fire Prevention personnel to eliminate fire and explosive hazards. Utilize accident reporting software to monitor safety hazards, accidents, and trending. Prepare reports concerning accidents, injuries, property damage, etc. Serve as a Radiological Safety Program Specialist and technical expert responsible for protection of personnel and limiting exposure to the environment from the use of all radioactive material and equipment producing ionizing/non-ionizing radiation at the installation. Advise management, staff and operating officials on safety problems and progress and recommend changes in the design of work programs to meet new safety and occupational health standards.

Qualifications:

Specialized Experience:

For the GS-07 Level: One year of specialized experience which includes (1) Assist in inspecting or surveying workplaces to identify, control and eliminate hazards; (2) Assist in the training of workers, supervisors, or managers in safety or occupational health subjects; and (3) Utilize automated software/data entry systems to prepare reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR
Education: One full year of graduate level education with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene).
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene) OR degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B " or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

For the GS-09 Level: One year of specialized experience which includes (1) Inspect or survey workplaces and/or processes for compliance with established safety and occupational health policies or standards; (2) Train workers, supervisors, or managers in safety or occupational health subjects; and (3) Apply safety and occupational health standards and procedures to prepare technical safety reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or master's or equivalent graduate degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

For the GS-11 Level: One year of specialized experience which includes (1) Conduct safety and occupational health inspections in industrial operations; (2) Implement safety programs to reduce the frequency and severity of accidents and/or occupational illnesses; and (3) Analyze accident reporting data and recommending appropriate corrective measures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Requirements for Position:

• This position involves duties which are subject to Resource Conservation and Recovery Act (RCRA) regulations regarding hazardous wastes.
• Incumbent must obtain and maintain the Radioactive Commodities in Transportation (RCIT)certification.
• Within twelve months of hire, incumbent must complete the CP-12 level skills outlined in the 0018-job series Master Training Plan and be awarded the CP-12 Professional Certificate.
• This position has a data analytics requirement. The incumbent must meet all requirements for data analytics level 1 certification within 24 months of being placed on the position.
