Job Summary

As a function of the Waupaca County Department of Human Services this position divides time between three social work roles; Access, Community Response, and Targeted Safety Support Services (TSSF). The position is funded as 50% access / community response and 50% TSSF, however specific time spent in each area on a weekly basis will vary based on need.

The Access role performs advanced administrative support function within the Children and Families Division by taking and creating reports, via phone or in person, of child abuse and neglect to be assigned and assessed.

The Community Response role provides voluntary outreach and support to families who have identified service needs, show a desire to engage in services, and who have a screened out access report for child abuse or neglect or do not require formal ongoing engagement through the court process. Priority is given to cases that involve children under the age of five. The position requires an individual who is able to identify strengths and protective factors in families and build upon family goals through engagement and compassionate service.

The Targeted Safety Support Services role provides support and in home safety services for families involved with Child Protective Services. In home safety services are supportive services for families to create a safer home environment for children, develop safe parenting practices / strategies, strengthen family relations, and identify and connect families to community resources. This particular position will work to develop, implement and monitor protective plans and / or safety plans, typically in conjunction with the CPS case manager, to ensure that services that control for the family's specific identified danger threats are identified / implemented. The goal of Targeted Safety Support Services is to prevent child removal from home and / or to assist in the family reunification process for families with children who have been placed in out of home care.

This position works under the direct supervision of the CPS Manager.

Essential Responsibilities

Access responsibilities :

Take reports of alleged child abuse and neglect. Provide support, information, and referrals on children and family issues to community members via telephone or in person to walk-in customers.

Community Response responsibilities :

Attend home visits with families who would benefit from voluntary services.

Complete comprehensive assessments on families' strengths, protective factors and needs.

Develop goals and plans of action with families to help alleviate risk for abuse and neglect.

Provide support services to help alleviate situational family stress that put families at risk for child abuse and neglect.

Targeted Safety Support responsibilities :

Develops, implements, and monitors comprehensive Protective Plans or Safety Plans in conjunction with the CPS worker assigned to the case.

Arranges to meet face to face with the family within identified timeframe to address safety planning.

Arranges to meet at least weekly to ensure the Protective Plan or Safety Plan controls for the identified danger threat(s).

Meets frequently with families to provide and monitor services that control for the family's specific identified danger threat(s).

Arranges and facilitates all safety management meetings to ensure that the CPS caseworker, supervisor, and any safety service providers share a thorough understanding of threats to child safety and the services that are controlling for those threats.

Document all contacts made by each provider and ensure all documentation, family information, and family involvement in the program is documented in eWiSACWIS.

Reassess safety and if needed, immediately develop, implement and monitor a new Protective Plan or Safety Plan when there is a change in family or household condition that impacts safety.

Additional responsibilities :

Work collaboratively with other Departments and external providers, being reliable, ethical, effective, and efficient.

Participate in after hours, on-call rotation.

Attends staff meetings and trainings as directed.

PERIPHERAL RESPONSIBILITIES :

Appear in court when required.

Performs other duties as assigned.

Qualifications

EDUCATION : Graduation from an accredited college with a degree in social work or human service field preferred.

EXPERIENCE : Experience in the area of youth justice, child protective services / initial assessment, or ongoing case management.

SPECIAL REQUIREMENTS : Possessing a valid Wisconsin Social Work Certification or actively working toward certification is preferred but not required.

Knowledge, Skills & Abilities

Knowledge of Trauma Informed Care principles.

Knowledge of Chapter 48 Children's Code.

Knowledge of eWiSACWIS.

Ability to maintain accurate and detailed records.

Ability to follow written and oral instructions.

Ability to communicate effectively and orally and in writing.

Ability to establish and maintain effective working relationships.

Ability to maintain agency confidentiality.

Must have available transportation to perform responsibilities.
