Compensation:
- In accordance with California law, the expected salary range for this position is posted with this position. The actual compensation will be determined based on experience and other factors permitted by law.
Role Summary
The primary purpose of this position is to ensure the operational success of the statewide Enhanced Care Management (ECM) program, and other assigned community based services programs, ensuring seamless team management, development, program delivery, quality control and evaluation.
What We’re Looking For:

- Ensures assigned programs are in compliance with all agency policies and procedures, including adhering to all state and/or federal funding requirements and licensing/contractual requirements.
- Supports ongoing communication and certification procedures with managed care plans and other contractual partners.
- Participate in the development and implementation of goals, strategic initiatives, objectives, policies and priorities for assigned areas of responsibility.
- Participates in regular meetings with managed care programs, other contract liaisons, and community partners.
- Seeks opportunities to build strong relationships with health care providers, local and community organizations, and government agencies to support enrolled clients.
- Oversees reporting, billing, and quality assurance in partnership with other departments.
- Ensures continuous availability of clinical supervision, consultation, and support as required during and after normal business hours.
- Manages the development and implementation of comprehensive, coordinated health service plans for all covered families in assigned programs.
- Provides direct supervision to program supervisors and direct service staff. Is responsible for providing leadership development to all program staff and partners with the Vice President to support and provide leadership for the entire state.
- Ensures that client insurance eligibility and accuracy of the Targeted Engagement List/client File, and timely tracking of outreach activities is confirmed monthly.
- Ensures timely, high-quality documentation of services in accordance with contractual requirements including ensuring charts are audit ready at all times.
Qualifications
Education/Certifications:
- Bachelor’s degree in social work, psychology or other related human services field from an accredited college or university required. Master’s degree in social work, psychology or other related human services field from an accredited college or university preferred
- Minimum of 5 years of supervisory experience required for those with Bachelor’s degree; 3 years of supervisory/management experience required for those with Master’s degree
- 2 years of behavioral practice management, community health service delivery or related healthcare experience preferred
- Evidence of progressive leadership and experience leading innovative program development preferred.
- Multilingual capabilities preferred, but not required
