In the Department of Management and Budget, the is responsible and accountable for financial and operational forecasts, budgetary forecasting, financial analyses and other valuations This position also assists with and implements fiscal strategies that support processes required to adequately execute and evaluate Wayne County's various budgetary operations within the departments and Offices of Elected Officials.

Required Tasks

  • Monitor departmental budgets as assigned, to ensure appropriate resources are utilized efficiently to maximize productivity.
  • Analyze and reconcile financial records as it relates to the review and processing of contracts, personnel requests, procurement requests and service vouchers for vendor payments.
  • Develop and distribute departmental quarterly projection worksheets. Perform analysis of current spending trends and encumbrances for Wayne County departments as assigned for the purpose of developing year-end quarterly projections as directed by the Wayne County Charter.
  • Review grant application and contract analysis for recommendation to Division Director for approval or denial.
  • Assist with year-end reconciliation / analysis of JDE accounts.
  • Perform analysis and provide recommendations of personnel requisitions and vendor contracts (TCM as it relates to departments ability to fund).
  • Develop and distribute department request worksheets for upcoming Fiscal Year under guidelines determined by the Office of the County Executive and Chief Financial Officer.
  • Develop Fiscal Year budget for all Wayne County departments as assigned, under the direct supervision of the Director of Budget & Planning.
  • Coordinate with Fiscal Representatives of departments and assist in all matters pertaining to the management of the budget for the departments they are affiliated with to ensure familiarity with available funding, while staying within the appropriated funding guidelines.
  • Process and maintain all documentation as it relates to submitted department budget adjustments to the adopted and subsequent amended Fiscal Year budget.
  • Assist with the creation of the annual Fiscal Year Budget Book as it relates to obtaining narrative documentation from department and footnote preparation as required.
  • Analyze the sources and uses of various state and federal funds.
  • Assist in negotiating budget and programmatic issues, which may include reviewing, researching and recommending alternative budget strategies.
  • Perform other duties as assigned.

QUALIFICATIONS

Educational / Experience Requirements

  • Bachelor's degree in Business Administration, Finance, Accounting or a related field.
  • At least four (4) years of professional accounting and budgeting experience, AND
  • One (1) year of experience in preparing and developing government budgets.
  • Government budget experience preferred
  • SPECIAL CONDITIONS

  • The Department Manager 2 (Performance Based Budget) will be required to work mandatory overtime from April through June to develop the annual budget for all Wayne County departments. This may require working up to 12 hours per day for 7 days a week and may extend into July.
