  • Required Tasks
    • Oversee the budgeting and implementation, including payment processing and contract management, of CDBG Programs, HOME NSP, ESG and any other federal HUD grants received.
    • Responsible for program design and implementation for the Community Development programs and recommends project approval to Economic Development Department Director.
    • Responsible for maintaining and periodically updating programmatic policies and procedures.
    • Approve the scopes and budgets for approved projects and gives final approval for payment vouchers.
    • Complete draw approvals in IDIS and DRGR databases.
    • Act as liaison to 38 participating jurisdictions and conduct personal visits to local communities and businesses.
    • Represent Wayne County as a speaker at events and participate in regional and statewide community development committees, taskforces, and boards.
    • Participate in state and national associations.
    • Oversee the production of the HUD Consolidated Annual Performance Evaluation Report (CAPER), and the completion of the Neighborhood Stabilization Program (NSP) quarterly performance reports.
    • Oversee the completion of Consolidated Plan and Annual Action Plans, adds them to IDIS and DRGR.
    • Supervise, manage, and train all Division staff.
    • Identify and apply for new grants.
    • Perform other duties as assigned.
  • Educational/Experience Requirements
    • Bachelor's degree from an accredited college or university with a major in Business Administration, Public Administration, Government Affairs, General Studies, or a closely related field.
    • Or High School diploma with 10 years full time professional work experience in community development or a closely related field.
    • A minimum of seven (7) years of professional experience involving the systematic review, analysis, interpretations, and evaluation of federal funding agreements, housing developments, and other financial data.
    • At least 5 years of full-time professional work experience in community development or a closely related field.
    • One (1) year experience in a supervisory capacity over project management professionals.
  • Preferred Qualifications
    • Three (3) years of experience in a supervisory capacity over project management professionals.
    • Master's degree from an accredited college or university in one of the above fields or closely related field. A minimum of seven (7) years of professional experience involving the systematic review, analysis, interpretations, and evaluation of federal funding agreements, housing developments, and other financial data.
    • Have at least 5 years of full-time professional work experience in community development or a closely related field.
    • One (1) year experience in a supervisory capacity over project management professionals.

Salary : $82,311 - $131,147
