Purpose/Description

The Engineer -Journey Level 1 will assist the higher-level Engineer. This position can be assigned to one of the multiple offices within the Engineering Division and perform engineering duties in Planning, Design, Permits, Testing, Bridges, Traffic, and Construction/Survey overseeing construction of roads, bridges, pumphouses and stormwater systems. The Engineer - Journey Level 1, under the general direction of a higher-level Engineer will independently perform various complex assignments related to the Design, Permits, Planning, Traffic, Testing, Bridges and Construction inspection of the Engineering Division projects and activities. May be responsible for supervising and coordinating the work of lower-level Engineers, technicians and other employees. All classifications within Engineering creates a pathway to advance, promote, transfer or change career path. A Journey Level Engineer I will be eligible to be reclassified to an Engineer -Journey Level 2 upon obtaining their PE.


  • Required Tasks
    • Spatially visualize in three dimensions the proposed design plans to ensure constructability and avoid construction conflicts, such as underground storm sewers and utility lines
    • Work on multiple projects and prioritize tasks to meet fiscal year time constraints for both funding projects as well as the calendar construction season.
    • Inspect project sites to monitor progress and ensure conformance to design specifications
    • Compute load and grade requirements, water flow rates, or material stress factors to determine design specifications.
    • Provide technical advice to industrial or managerial personnel regarding design, construction, or program modifications or structural repairs.
    • Determine the adequacy and strength of foundations, concrete, asphalt, or steel through the design process.
    • Monitor construction operations at project site.
    • Coordinate surveying to lay out installations or establish reference points, grades, or elevations to guide construction.
    • Estimate quantities and cost of materials, equipment, or labor to determine project feasibility.
    • Prepare or present public reports on topics such as bid proposals, deeds, environmental impact statements, or property and right-of-way descriptions
    • Identify environmental risks and develop risk management strategies for civil engineering projects.

  • Educational/Experience Requirements
    • Bachelor's Degree in Civil/Construction Engineering or Surveying from an accredited college or university, AND
    • More than 3 years' experience including at least (9) months of experience in Engineering Design and (9) months of experience in Construction and passed PE-Part 1 license exam; or alternatives accepted by the State of Michigan; OR
    • 5 years of experience including (9) months of experience in Engineering Design and (9) months experience in Engineering Construction without passing the PE-Part 1 license exam.

Salary : $89,686 - $89,687
