Scope:
This position is responsible for preparing and managing programmatic and over-all agency budgets. Budget management includes fiscal tracking, forecasting, and monitoring allocations on an on-going basis for accuracy and compliance with applicable procedures and regulations. The Budget Analyst is responsible for making recommendations that assist in the decision-making process and carrying out final action steps.
Essential Functions
- Plans and carries out budget procedures for the agency including, but not limited to, preparing annual agency operating budget and presenting budget for Board approval; monitoring department revenues and expenditures on continuous basis; reviewing and making recommendations on department budgets and grant proposals; tracking in-kind and match requirements per stipulations of grant; and assisting in the development of multi-year forecast estimates for department expenditures and revenues.
- Leads monthly cross-functional departmental meetings to review budget status/projections and tracking of expenditures; develops expenditure tracking tools for use by department staff; engages in on-going budget monitoring discussions with department staff
- Makes recommendations for budget adjustments based on various measures, including cost savings and programmatic changes, and submits budget amendments to funder for approval per funder requirements
- Collaborates with accounting staff to prepare and submit financial reports required by funders; investigates cost discrepancies within program budgets, as needed, and prepares journal entries to make necessary adjustments (contingent upon approval of Chief Accounting Officer).
- Provides technical assistance on matters related, but not limited, to, cost analysis, fiscal projections, and alternative financing methods/resources.
- Manages overhead costs in line with approved cost allocation method; compiles and analyzes accounting records and other data to determine the financial resources required to implement programming; and performs cost-benefit analysis to provide programmatic recommendations.
- Remains current on funder policies related to applicable procedures and regulations, including Federal Uniform Guidance.
- Maintains a positive attitude towards assigned work, clients, and staff, and a willingness to work with others.
- Performs work in a professional manner that upholds Wayne Metro’s policies and procedures.
- Performs other duties as assigned.

Physical Requirements and Work Environment
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This job operates in a professional office environment with a usually quiet noise level. This is largely a sedentary role and the employee must occasionally lift and/or move up to 25 pounds. While performing the duties of this job, the employee is regularly required to sit, frequently use hands and to talk or hear.
Minimum Qualifications:
- Bachelor’s degree in Accounting/Finance OR a minimum of five years of experience in a related field OR a combination of education and experience that is similarly equivalent.
- Four or more years of professional related experience in budgeting or accounting or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
- Ability to maintain documentation of work including file maintenance and report development.
Minimum Competencies:
- Working knowledge of intermediate internet applications and programs including Google technology and Microsoft Office Word and Excel. The ability to learn and utilize the necessary programs for this position.
- Ability to communicate effectively both orally and in written form.
- Good interpersonal and professional skills including but not limited to professional appearance, tact, punctuality, and dependability.
- Ability to provide services for those persons facing economic, social, health, age, and educational barriers.
- Ability to work independently or in a team environment (as deemed necessary).
- Perform work in a manner that upholds Wayne Metro policies and procedures.
Travel Requirements:
- Ability to travel to various sites.
Licensing and Other Requirements:
- Valid identification and reliable transportation.

Work Hours:
Work schedule is Monday – Friday, with specific hours (and occasional Saturdays) to be determined by department needs.
