Description
Scope:
The CoC Manager will work closely with the CoC Administrator, System Administrator, Grants Administration Team and Development Team to employ strategies for carrying out goals of the CoC and obtaining positive outcomes in addressing homelessness. The CoC Manager will assist in the administration of the CoC Program, operation of the CoC, and agency support for HUD reporting.
Essential Functions

Supervise and support CoC Systems Analyst staff

Collaborate and coordinate with homeless and housing resources including
-
local networks/coalitions/continuums whose purpose is to end homelessness

Ensure Coordinated Entry alignment with CoC funding and program requirements
-
Conduct routine and ad hoc performance data analysis in a way that contextualizes and communicates findings for system-wide impact and decision-making
-
Act as main point of contact and coordinate CoC activities with consultant(s)

Work with System Administrator to develop and maintain CoC performance data dashboard
-
Lead the development of CoC strategic plan, gaps analysis, coordinated entry evaluation, and other CoC initiatives as identified

Evaluate CoC data to determine the necessity for redirecting services, funding, and resources
-
Establish and oversee activities and processes related to CoC system performance, governance and funding opportunities
-
Work with CoC Administrator to develop prevention strategies and homeless assistance programs to assist those at-risk of or experiencing homelessness

Collaborate with CoC stakeholders to provide information required to complete the Consolidated Plan(s) within the Out-Wayne County service area

Coordinate the development of submissions in response to the annual NOFA’s
for the HUD CoC and MSHDA ESG programs, as well as for other funding
opportunities

Ensure the CoC, Lead Agency and COC and ESG grant funded agencies are meeting programmatic, regulatory and reporting requirements
-
Assist in identifying capacity building and training opportunities that can be supported by the CoC
-
Maintain a positive attitude towards assigned work, clients, and staff, and a willingness to work with others.

Perform work in a professional manner that upholds Wayne Metro’s policies and procedures.

Other duties as assigned.
Qualifications
Physical Requirements and Work Environment
Clerical: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This job operates virtually, in a professional environment. This is largely a sedentary role and the employee must occasionally lift and/or move up to 25 pounds. While performing the duties of this job, the employee is regularly required to sit, frequently use hands and to talk or hear.
Minimum Qualifications:

Bachelor’s degree OR a combination of education and experience that is similarly equivalent.

Strong project management experience

Basic knowledge of court/eviction process a must or transferable skills required

Demonstrated commitment to public interest

Excellent writing and oral communication skills

Ability to organize, plan, prioritize, meet deadlines, and work under pressure

Flexibility

Minimum Competencies:

Working knowledge of basic internet applications and programs including Google technology and Microsoft Office Word and Excel. The ability to learn and utilize statewide data collection processes necessary to programs for this position.

Ability to provide services for those persons facing economic, social, health, age, and educational barriers.

Ability to work independently or in a team environment (as deemed necessary).

Licensing and Other Requirements:

Valid identification and reliable transportation.
Travel Requirements:

Ability to travel to various sites, which may include public meeting places as designated.
Work Hours: Work to be scheduled Monday through Friday with specific hours (and occasional Saturdays) to be determined by program needs.
