Scope:
The Executive Director of Supportive Housing and Homeless Services will lead and oversee programs that focus exclusively on addressing housing stability and homeless services for vulnerable populations in Wayne County. This position requires a visionary leader with extensive experience in working with the Detroit Continuum of Care (CoC), Out-Wayne County Continuum of Care (OW CoC), and HUD-funded programs, ensuring compliance and alignment with best practices in the field of homelessness and housing equity.
Essential Functions
- Strategic Leadership:
- Develop and execute a strategic vision specifically for Supportive Housing and Homeless Services that aligns with WMCAA's mission and values.
- Lead, mentor, and inspire a team dedicated to delivering exceptional housing services, ensuring compliance with all relevant HUD regulations and guidelines.
- Foster a culture of innovation, continuous improvement, and collaboration within the department.
- Program Oversight:
- Provide oversight and direction to all Supportive Housing and Homeless Services programs, ensuring high-quality service delivery.
- Ensure programs comply with HUD, Detroit CoC, and OW CoC standards and policies, including HMIS requirements and CoC performance metrics.
- Develop and implement programmatic goals and objectives that align with WMCAA's strategic plan and the community’s housing needs.
- Resource Management:
- Oversee the department's budget, ensuring responsible fiscal management and resource allocation.
- Identify and pursue funding opportunities, grants, and partnerships, especially through HUD and CoC resources, to ensure program sustainability and growth.
- Optimize the use of department resources, including staff, facilities, and technology, to enhance program effectiveness.
- Community Engagement:
- Build and maintain strong relationships with the Detroit CoC, OW CoC, HUD representatives, community stakeholders, funders, and governmental agencies.
- Advocate for policies and initiatives that advance housing equity and homelessness prevention in Wayne County.
- Represent WMCAA at public events, conferences, and forums to promote the agency’s mission and the importance of housing stability.
- Reporting and Evaluation:
- Develop and implement data-driven performance metrics and reporting systems to assess program effectiveness, in compliance with HUD and CoC reporting standards.
- Ensure accurate and timely reporting to HUD, CoCs, funders, and other stakeholders.
- Use evaluation results to make informed decisions and programmatic improvements.
Physical Requirements and Work Environment:

This job operates in a professional office environment with a usually quiet noise level. This is largely a sedentary role and the employee must occasionally lift and/or move up to 25 pounds. Qualifications
Minimum Qualifications:
- Bachelor’s degree in a related field; Master's degree preferred.
- A minimum of 10-15 years of leadership experience in supportive housing, homeless services, or related fields, including direct experience working with the Detroit CoC, OW CoC, and HUD-funded programs.
- Strong understanding of housing stability, homelessness prevention, and supportive services.
- Proven success in program development, management, and securing funding through grants, especially HUD and CoC resources.
- Excellent interpersonal and communication skills, with the ability to build relationships with diverse stakeholders, including CoC boards and HUD offices.
- Expertise in HUD regulations, Continuum of Care processes, and HMIS data management.
- Strategic thinking, problem-solving, and decision-making skills.
- Commitment to social justice, housing equity, and supporting vulnerable communities.
Minimum Competencies:
- Proficient knowledge of web-based and online systems, including financial management systems.
- Strong working knowledge and skills in software applications (Office Suite: MS Word, Excel, PowerPoint, Outlook) and the ability to create financial spreadsheets and perform reconciliations.
- Understanding of HUD regulations and CoC performance metrics, especially related to federal funding and housing programs.
- Strong ability to analyze and interpret procedures and government regulations relevant to the position.
- Excellent written and oral communication skills tailored to agency and community stakeholders.
- Professional demeanor, tact, punctuality, and dependability.
- Ability to provide services for those facing economic, social, health, and educational barriers.
- Ability to work independently and as part of a team.
- Ability to perform work in a manner that upholds Wayne Metro’s policies and procedures.
Travel Requirements:
- Ability to travel to various sites within Detroit and Out-Wayne County.
Licensing and Other Requirements:
- Valid identification and reliable transportation.
Work Hours:
Monday through Friday, with expanded hours as determined by program needs.
