IN THIS ROLE:
The Director of Special Education and Early Intervention (SEEIS) will be responsible for providing leadership, management, general supervision, and support in the implementation of the delivery of special education programs and services. The director will work collaboratively with Wayne RESA consultants and districts to ensure the provision of free and appropriate public education for students with disabilities. The director will assist in the facilitation of program policies, procedures, and system development as well as budget review processes.
QUALIFICATIONS
Education
- Master’s Degree in Special Education is required.
- Director of Special Education Full Approval is required.
- Full approval in at least one area of special education is required.
- Valid Michigan Department of Education Administrator Certification with either an Elementary & Secondary Administrator K-12 (ES) or Central Office (CO) Endorsement is required.
Experience
- Minimum of three (3) years of successful administrative experience in special education is required.
- Minimum of five (5) years of combined PreK – post-high school special education teaching or related field, administrative, or ISD experience required.
- Experience working in a variety of school settings is preferred.
Special Skills and Training
- Demonstrated leadership and experience in teaching, administration, planning, and assessment of special education preferred.
- Demonstrated consultation, training, group facilitation, and process skills required.
- Demonstrated skill in proposal development, organization, and budget management required.
- Demonstrated skill in managing multiple projects and assignments required.
- Demonstrated skill in building teams and supporting communication and collaboration required.
- Demonstrated verbal and written communication skills required.
- Demonstrated skill working with diverse populations required.
- Proficiency in using the Microsoft Windows desktop operating system and Windows-based software required.
COMPENSATION: Current Non-Bargaining Salary Schedule, Grade 8 ($118,259 – $124,484) and a comprehensive and competitive benefits package including health/dental/vision/life and long-term disability insurance. 19 paid holidays, generous time off, and Membership in the Michigan Public Schools Employee Retirement System. SPECIFIC DUTIES AND RESPONSIBILITIES OF THIS ROLE:
- Provide leadership, management, and support for the delivery of special education programs and services to ensure a free and appropriate public education for students with disabilities within Wayne County.
- Provide direction, coordinate activities, and remain current in practices related to the implementation of the requirements of the Individuals with Disabilities Education Act (IDEA) and the Michigan Administrative Rules for Special Education (MARSE).
- Facilitate communication and collaboration with all districts to build capacity for supporting students with disabilities.
- Provide leadership in the implementation of efforts to improve students with disabilities performance.
- Develop and facilitate professional development and support for student support, PBIS, and compliance.
- Facilitate collaboration with Wayne RESA’s MDE’s Alt Shift and district partnerships.
- Direct the Wayne RESA Consultants that support the Alt Shift partnerships and training.
- Monitor the Operating Districts’ implementation of Center Program Procedures.
- Provide direction and support to LEA/PSA directors related to center program procedures.
- Assist with the facilitation and coordination of the Act 18 budget process and deviation review process.
- Direct, supervise, evaluate, and facilitate the collaboration of support staff.
- Provide guidance and support to LEAs/PSAs related to all State-wide Assessments.
- Direct and support the Child Find process.
- Direct and evaluate the Wayne RESA Referral Coordinator and Child Find Coordinator.
- Provide leadership, direction, and support to special education consultants and support staff.
- Evaluate consultants and support staff within the SEEIS department.
- Direct, coordinate, and facilitate the Independence Paraprofessional (IP) process.
- Facilitate and support Wayne RESA’s Special Education Critical Shortage efforts.
- Facilitate collaboration of the Wayne RESA and Eastern Michigan University and Wayne State University Paraprofessional to Teacher Certification, as well as the professional certification/approval Partnerships with Eastern Michigan University and Grand Valley State University.
- Direct and supervise Wayne RESA consultants that support the Paraprofessional to Teacher mentoring process.
- Evaluate the SEEIS Assistants for Internal Operations.
- Facilitate and support the Initiative for Building Capacity for supporting students with ASD disabilities in their Least Restrictive Environment.
- Ensure that job descriptions of staff being supervised by the director are maintained and reflect the direction of the department.
- Remain current in rules and regulations, relevant research, and effective practices in special education.
- Provide direction and support for the implementation of county policies, procedures, and practices.
- Meet all Wayne RESA, state, and federal deadlines, programmatic requirements, and document expectations.
- Responsible for Wayne RESA’s consistent achievement of its mission and ensure that the long-range strategies are achieved in a consistent and timely manner.
- Maintain official records and documentation such as work plans and grant activities.
- Regular and predictable attendance.
- Perform other duties as assigned by the Assistant Superintendent for SEEIS.
